The National Institute of Dental and Craniofacial Research (NIDCR), National Institutes of Health (NIH), is searching for a Director of the Office of Science Policy and Analysis (OSPA). The mission of the NIDCR is to improve dental, oral, and craniofacial health through research, research training, and the dissemination of health information. To improve oral health, the NIDCR is operating with more comprehensive integration of basic, clinical, and population science to devise new tools and approaches. The Office of Science Policy and Analysis (OSPA) develops and coordinates NIDCR’s activities in the areas of science policy; scientific strategic planning; evaluation; science coding; reporting; and legislative affairs. The Office also includes the Institute’s dental, oral, and craniofacial epidemiology research group.

This position serves as a principal expert and advisor to the Director, NIDCR and directs the following activities: Institute science and health policy, research program planning and analysis, strategic planning, and legislative matters bearing upon the mission, vision, and goals of NIDCR, and exercises broad influence and has significant input into program planning and resource allocation for the Institute’s entire program funding of more than $500 million for FY 2023.

The Director assures staffing assignments to support the Institute’s Dental Public Health and Research Fellowship. This is a unique three-year research-based Council on Dental Accreditation (CODA), American Dental Association accredited NIDCR Dental Public Health Fellowship program designed to build thought leaders in dental public health. The three-year training program prepares fellows for Dental Public Health specialty board certification and an independent research career.

OSPA works in conjunction with other institute components to guide the initial formulation of new program concepts emerging from its science planning activities. The scope of the staff responsibilities of this office embraces the full range of scientific, academic, public policy, and public health issues relevant to the further development of the Institute’s programs and science policies.

Applicants must have a doctoral degree (e.g., DDS/DMD, MD/DO, PhD) with extensive knowledge of the science conducted and supported by NIDCR. The incumbent will manage complex programs inherent to the position; will apply broad scientific knowledge or biomedical expertise and skills; and will serve as a representative for the IC Director with government, academic and private sector partners. Must also have expertise in planning, evaluation, legislation, and science policy with a comprehensive understanding of the Institute’s research mission, as well as state-of-the-art knowledge in the oral health sciences; broad experience in scientific management, leadership, and administrative skills; and a proven record of outstanding accomplishments and performance.

Salary will be commensurate with experience. A full Civil Service package of benefits (including retirement, health, life, and long-term care insurance, as well as a Thrift Savings Plan, etc.) is available.
