Grant Program Manager

JOB SPECIFIC COMPETENCIES

Pre-Award Management
-Provide administrative planning and oversight for all basic research grant funding initiatives (federal, foundation, institutional, pharmaceutical and other sponsoring agencies). Maintain current and expert knowledge of grant and contract funding policies, research funding announcement, regulations, and procedures; disseminates and/or presents changes to the department and advises on the implementation of changes and on the impact of changes on funded operations.

-Oversee all components of each grant submission. Ensure that the proposal is formatted, packaged, approved in Click/RCTS, or designated MDA application and submitted in accordance with granting agency requirements and due dates. Develop budgets, including grants and laboratory based budgets, for faculty review.

-Advises faculty in the identification of new funding initiatives and the subsequent planning and preparation of grant and contract proposals. Provides expertise in the interpretation of funding agency regulations and requirements. Requires knowledge of legal and regulatory requirements for basic and translational research. Serve as departmental resource for funding requirements, including areas of flexibility and approvable options. Develop and maintain a resource library, including such information as funding agency requirements and forms.

-Serve as the departmental liaison with appropriate institutional and external counterparts (e.g. ORA, IACUC, IBC, OPR, OSP, CRF, Grants and Contracts, NIH, CPRIT, and other sponsors). Serve as primary contact for Office of Sponsored Programs concerning policy changes and grant related issues.

-Manage internal competitions for developmental or career development funds. Coordinates internal and external review board activity, including reporting requirements.

-Assist in compiling grant application packets, as appropriate, e.g. educational grants from pharmaceutical companies, sections of larger grants requiring support to compile sections, including budget justifications.

Post-Award Management/Reporting
-Manage the effort reporting process within the department for faculty and staff. Stays abreast of changes affecting effort reporting and communicates pertinent information to the faculty and management.

-Process all necessary steps to ensure a timely award setup. Manage fund and fund allocation across multiple projects and reports appropriately for large scale multiple project grants (SPORE, P01, CPRIT, STARS, etc).

-Assure that all research-related subcontracts are current. Collaborate with subcontracting sites, ORA, OSP, and Grants & Contracts Accounting to establish subcontracts, monitor expiration dates, request extensions or terminations as needed.

-Oversee the preparation and submission of progress reports to the funding agencies as required. Request updates from investigators; collect 'other support' documents; verifies that budgets are within guidelines. Plans and communicates due dates and deadlines.

-Work with the finance team to monitor rates of expenditures on grants and contracts, ensure proper sponsor invoicing according to contract terms, and close expired accounts in a timely manner. Participate in financial meetings to proactively advise on and review necessary changes in salary support and other expenditures. Initiate ePAFs for departmental funding action items.

-Develop and Report on grant related metrics. Provide summary and executive reports on key indications for grant awards volumes, award dollars and other KPIs.

Effort Reporting

-Manage federal requirements to report grant committed effort. Partner with financial personnel to process retro personnel actions and reconcile against effort reporting ecert system. Resolve issues and oversee compliance efforts.

Training and Development
-Develop and coordinate the implementation of systems, policies, and procedures affecting the submission, review, approval, contract negotiation, activation, regulation, tracking, and reporting of and submission of grant applications and annual reports according to institutional and external requirements.

-Train, mentor and develop faculty, staff, trainees, etc in the grant program process. Supervise/manage grant staff in department. Develop training materials and lead annual workshop for administrative assistants and postdoctoral fellows.

-Manage annual solicitations and competitions for career proposals for developmental funding and pilot projects. Design project calendars and manage the progress of overall efforts related to these projects.

-Advertise grant activities internally, in institutional publications, on the website's bulletin board, and elsewhere as required.

-Proactively identify and solve grant related issues and maintain internal control systems to measure effectiveness of the grants proves. Oversee the implementation of systems, policies and procedures affecting the submission, review, and approval, contract negotiation, activation, regulation of grants.

Other duties as assigned

Bachelor's degree. Two years of grant management experience such as grant writing, grant submission and financial administration and one year of lead or supervisory experience. May substitute required education degree with additional years of equivalent experience on a one to one year basis. Successful completion of the LEADing Self Accelerate program may substitute for one year of required supervisory or management experience. Must pass pre-employment skills test as required and administered by Human Resources.
