Overview:

 

The purpose of this announcement is to inform you of DOE management’s intent to fill an Interdisciplinary Physical Scientist/Computer Scientist GS-1301/1550-15 position in the Office of Science (SC), Advanced Scientific Computing Research (ASCR), Computational Science Research and Partnerships Division located in Germantown, MD. This position is remote restricted; the position may be approved to work remotely full-time, but the employee will be expected to reside within 125 miles of the Germantown, MD worksite. The selected program manager will manage portfolios of computer science and networking projects that address the increasingly diverse and complex future high end computing environments. Duties:
The program manager will examine and ascertain the pioneering research needs and opportunities of the research program against scientific and technological advances in computer science and next generation networking research including data management and artificial intelligence (AI) technologies, cloud computing, workflows, and cybersecurity systems that can catalyze the advancement of the development of hyperconnected smart scientific instruments, experiments, and network infrastructure. The program manager will also select, implement, and manage research programs in computer science and networking including research programs targeting small businesses. Additionally, the program manager will lead the development of research in computer science and networking, that stimulates interest in greater participation and collaboration in these fields and will act as a subject matter expert across ASCR and SC.


The mission of ASCR, is to deliver forefront computational and networking capabilities to scientists nationwide that will enable them to extend the frontiers of science, which is accomplished through discovery, development, and deployment of the computational and networking tools in applied mathematics, computer science, and high-performance networks, to enable the analysis, modeling, simulation, and prediction of complex physical, chemical, and biological phenomena, important to the accomplishment of DOE missions.

The Computational Science Research and Partnerships Division is responsible for funding and administering fundamental research programs in applied mathematics, computer science, and advanced scientific computing software tools; and computational partnerships with other SC offices and with other DOE elements that utilize peta- to exa-scale computing resources for modeling and simulating complex scientific and engineering problems across the entire civilian scope of the Department.  To fulfill these responsibilities, the Division assigns to individual program managers broad responsibility for areas in applied mathematics and computer science, as well as computational partnerships which can crosscut several areas of responsibility.

In addition to having recognized expertise in physical, computational, and mathematical sciences, each applicant should possess knowledge and understanding of next-generation computing architectures and technologies such as quantum communications and advanced wireless approaches as they may be applied to analyzing and solving scientific problems.  Additional areas of experience may include: determining the scientific focus and direction of a scientific research program, for instance, preparation of calls for proposals, organization of independent peer reviews, recommendations for funding allocations, monitoring and assessment of scientific program progress, and the review and recommendation of funding decisions for research proposals; managing scientific research including the development of requests for funding within an organization and the management of budgets and staffing for research project(s); and communicating information effectively both orally and in writing such as presentation of strategies, advisory opinions and recommendations to managers, supervisors, and to varied audiences in formal and informal settings.
