The Earth & Environmental Sciences Area (EESA, https://eesa.lbl.gov/) at Lawrence Berkeley National Laboratory has an exciting opportunity for a NAWI Operations Director (Program Manager 4) serving as an integral conduit and team member of the National Alliance for Water Innovation (NAWI, https://www.nawihub.org/) – An Energy Innovation Hub led by Berkeley Lab, along with three other U.S. Department of Energy national laboratories, to address water security issues in the United States. The NAWI Hub is a highly visible, multi-million dollar and multi-institutional research project funded by the DOE/EERE.

 

In this role, you will lead and oversee all operational elements of the National Alliance for Water Innovation (NAWI) Hub. You will work with the Executive Director (ED) and the NAWI Executive Team (ET) to establish disciplined, accountable and transparent business processes congruent with LBNL’s legal and financial processes and approved by DOE.

 

What You Will Do:

• Oversee all business and operational processes for the NAWI Hub including:

• Meetings and information management within the NAWI ET

• Business processes

• Research administration (RFP management, project management and performance monitoring, project close-out)

• Contract management

• Intellectual Property Management

• Lead negotiations with DOE on contract modifications

• Develop and maintain the Operating Plan and advise the ET, LBNL and DOE on maintaining and refining clear work processes and compliance.

• Oversee the implementation and enforcement of the Intellectual Property Management Plan, Data Management Plan, and Foreign National Participation process.

• Oversee development and execution of subcontracts and CRADAs with research performers

• Organize and oversee annual DOE/AMO Hub Review

• Be responsible for NAWI-wide integration, performance monitoring, and external communication

• Support efforts around all communication and coordination with the DOE Advanced Manufacturing Office, the Golden Field Office, and the NAWI Executive Leadership Team

• Maintain compliance with NAWI, federal, state, and local policies, standards, and procedures. Implement operational standards to meet the expectations of the DOE and the Board of Directors

• Interact with scientists and data management teams to implement processes for scientific communication and data dissemination that maximally serves the project and provides metrics for project success.

• Lead the communications strategy which includes developing science highlights, NAWI website, social media, brochures, newsletters, and other sources of marketing media as well as collect/track/manage products (publications, editorial positions, awards, invited presentations).

 

What is Required:

• Bachelor’s degree in a related field and/or work equivalent

• 10+ years related experience including program planning, scheduling, and budgeting.

• Significant experience with complex, multiparty DOE projects, ideally focused on or related to water.

• Significant experience managing operations for large, complex organizations.

• Experience managing R&D projects associated with industrial R&D.

• Strong experience advising senior management and acting on behalf of senior management.

• Strong experience developing collaborative relationships.

• Extensive experience in proposal development and post-award management, including management of highly complex subcontracting activities.

• Demonstrated experience in application of project management principles for project planning, scheduling, and budgeting, as well as event planning, document preparation.

• Experience in leading teams of both technical and non-technical professionals, employees and consultants to achieve business objectives.

• Ability to generate creative concepts, recommend solutions, and evolve them into action plans that support strategic goals. Strong strategic thinking and ability to manage conflicting priorities. Detail-oriented, while maintaining visibility of the “big picture.”

• Excellent oral and written communication skills. Demonstrated ability to design, develop, and present briefings and reports to senior management.

• Excellent organizational skills, including the ability to work under pressure and manage competing deadlines.

• Self-starter, with ability to work independently as well as collaboratively. Ability to initiate action plans for assignments and projects that span across the Area and Divisions.

• Excellent problem-solving skills; ability to research and analyze complex situations critically, assess risks, act decisively and clearly convey information to others.

• Excellent interpersonal skills that facilitate frequent and positive contact with a diverse community of scientists, engineers, managers, public agencies, and administrative staff.

• Comprehensive knowledge and experience with project management tools and tactics, accounting and budgeting principles and analysis, report generation, and financial management systems.

• Excellent computer skills including Microsoft Office suite; Adobe software; and web-based shared environments and project collaboration tools

 

Desired Qualifications:

• Knowledge of LBNL, DOE, and UC mission, organization, operations, programs, policies, and relevant public policy issues.
