Nuclear Security Technologies Program Manager - 97044

Lawrence Berkeley National Laboratory is seeking a Nuclear Security Technologies Program Manager with deep technical and programmatic knowledge of nuclear security programs, with an emphasis on nonproliferation programs to join the Office of National and Homeland Security (ONHS, https://research.lbl.gov/service/office-of-national-homeland-security/). ONHS acts as the interface between Berkeley Lab and the nation’s security agencies, which include the Department of Defense, Department of Homeland Security, DOE’s National Nuclear Security Administration, and the intelligence community.

The Nuclear Security Technologies Program Manager will work to strengthen the relationship with DOE Defense Nuclear Nonproliferation Research & Development and the related Nonproliferation Stewardship Program, as well as the broader nonproliferation stakeholder community and National Laboratory complex. As an unclassified DOE Office of Science National Laboratory, Berkeley Lab is focused on research and partnering with other institutions while transitioning toward a more applied approach.

What You Will Do:

  • Continue to build Berkeley Lab’s portfolio of contributions to Defense Nuclear Nonproliferation R&D, relevant Department of Defense (e.g., DTRA Nuclear Technologies), Department of Homeland Security (e.g., Countering Weapons of Mass Destruction), and intelligence community agencies sponsoring Nuclear Security Technologies research and development.
  • Serve as Berkeley Lab’s point of contact to the Nonproliferation Stewardship Program by building enduring programs and interacting with other laboratories to ensure high impact of Berkeley Lab contributions.
  • Identify multi-disciplinary opportunities within Berkeley Lab to address Nuclear Security Technologies mission needs; coordinate with the larger National & Homeland Security portfolio to identify additional synergies.
  • Coordinate or lead the planning and execution of strategic activities to maintain and expand the portfolio of Nuclear Security Technologies-funded projects at Berkeley Lab. This includes workshop planning and facilitation, strategic meetings with Nuclear Security Technologies staff and other related stakeholders, and the development of strategic plans, white papers, and quad charts.
  • Link Nuclear Security Technologies program development and execution to Berkeley Lab initiatives and other significant Lab investments where appropriate.
  • Enable and help develop a diverse and inclusive group of Principal Investigators at Berkeley Lab working within this Nuclear Security Technologies portfolio of projects.
  • Represent Berkeley Lab at national and international level strategic events, workshops, and conferences, as well as federal program reviews.
  • Build and nurture collaborative opportunities with other National Labs, DoD labs and facilities, UC Berkeley and other UC system universities, other relevant universities, and relevant industry.


Additional Responsibilities as needed:

  • Assume similar responsibilities to the above for other National and Homeland Security R&D encompassing a broader set of Berkeley Lab capabilities (i.e., beyond Nuclear Security Technologies).


What is Required:

  • Bachelor’s degree in physics, applied physics, nuclear engineering, radiochemistry, nuclear chemistry, actinide chemistry, chemical engineering, or related field, with a minimum of 8 years of work experience in the field, including program planning, scheduling, and budgeting.
  • Extensive experience working with federal agencies that fund Nuclear Security Technologies R&D topics, including knowledge of their missions, scope of their R&D, current challenges, and unique requirements of working for these agencies.
  • Knowledge of the nuclear fuel cycle, including contemporary chemistry, materials science, and physics.
  • Familiarity with leading-edge characterization techniques for radiological materials.
  • Eligibility and willingness to obtain a (or maintain an existing) security clearance.
  • Highly skilled in oral and written communications.
  • Demonstrated professional expertise to prepare and respond to detailed and complex examinations from high-level internal and external reviews.
  • Demonstrated ability to work under short deadlines and constrained budgets, while managing several different tasks concurrently.
  • Demonstrated ability to develop and maintain collaborative, constructive and cohesive working relationships with key internal and external contacts.


Desired Qualifications:

  • Bachelor’s degree in the above disciplines or related field, and a minimum of 12 years of work experience in the field, including program planning, scheduling, and budgeting. Advanced degree preferred.
  • Knowledge of missions that draw upon relevant Berkeley Lab capabilities, these agencies, scope of their R&D, and unique requirements of working for those agencies.
  • Experience using Salesforce customer relationship management tool.


Notes:

  • This is a full-time career appointment, exempt (monthly paid) from overtime pay.
  • This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.
  • This position will require DOE Q-level access authorization (security clearance) that involves an extensive background investigation, application, and random drug testing, and strict adherence to federal laws pertaining to such an authorization. The clearance process may take up to a year or longer to complete. If for any reason you are not able to obtain Q-level security clearance, your employment is subject to termination.
  • This position may be subject to a background check. Any convictions will be evaluated to determine if they directly relate to the responsibilities and requirements of the position. Having a conviction history will not automatically disqualify an applicant from being considered for employment.
  • This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
