TASI/MED-QUEST PROJECT DIRECTOR – ID# 222451.

 

Regular, Full-Time, RCUH Non-Civil Service position with the Social Science Research Institute (SSRI), Telecommunications and Social Informatics (TASI) Research Program, located at the University of Hawai‘i in Honolulu, Hawai‘i. Telework (from employee’s residence city and state) may be permissible subject to review and approval by Principal Investigator and RCUH. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

 

MONTHLY SALARY:  Salary commensurate with qualifications.

 

DUTIES:  Provides leadership and planning for the strategic direction of the Med-QUEST data projects to enable data science, analytics, and information sharing in the areas of health care costs, quality, population health, health care service delivery and access to care, and social determinants of health.  Serves as a senior executive to work collaboratively to plan, implement, and support the Med-QUEST project. Provides collaborative leadership with the project team, the sponsor, and other stakeholders to promote and administer the project activities. Works with the Project Manager and Team Leads to achieve the vision and strategy of the Med-QUEST projects. Responsible for guiding the development and implementation of the projects, including project planning, management, and administration; and providing continuous communication and updates on project activities, milestones, challenges, and resolution strategies. Leads outreach and support activities with project partners, stakeholders, data contributors, and community for overall project strategy and visioning and implementation of data sharing and integration activities. Provides leadership and guidance on overall data science and analytic strategy for the Med-QUEST project. Plans, facilitates, and coordinates, as appropriate, data sharing design and implementation activities among stakeholder organizations. Facilitates and establishes data governance and data sharing activities, data quality and validation, training and data management processes, and review of requests. Leads vendor engagement and organizes the project staff in various implementation roles. Teaches undergraduate-level courses, graduate-level courses, or specific training in data science and/or analysis in the domain of health or human services. Pursues publications intended for high-quality professional, policy/program, and public audiences in the fields of data science and/or analytics for health care costs, quality, population health, health care service delivery and access to care, and/or social determinants of health. Directs, supervises, and assigns work to TASI staff.

 

PRIMARY QUALIFICATIONS:

 

EDUCATION/TRAINING

Master’s Degree from an accredited four (4) year college or university in an allied field related to the practice of data science in social science, public health, health informatics, health care clinical research, health analytics, health information technology, or information systems.

 

EXPERIENCE

At least three (3) years of experience in overseeing a health information technology or health data analytics project.  At least three (3) years of relevant work experience with data science, data management, data analysis, data modeling, business intelligence, reporting, and programming; working in an implemented software development life cycle environment; data systems for the exchange or extraction of data from data systems, data analysis and visualization concepts; data analytic and visualization tools relevant to the project; working with or within healthcare data management.

 

KNOWLEDGE

Demonstrated knowledge in the following areas:

  • The U.S. health care system, roles of federal and state governments, health care service delivery systems, health insurance and payment systems, and the public and private sources of health care data. Health care, payer claims, public health, and social determinant data standards and code sets (i.e., HIPAA X12 5010, diagnosis, service/procedures, drug codes, etc.). Research design methodologies, modeling, analysis, and reporting using complex healthcare claims or clinical data. Extract, Transform, Load (ETL), data cleaning, and record linkage processes. Data analytics and reporting of healthcare data, and in particular complex claims, clinical, public health, and other healthcare and social service data. Project administration in government or public policy and program, and/or university settings, including planning and developing proposals and other sponsor agreements; project administration, including financial management, and reporting. Legal and policy provisions pertaining to the applicable practices associated with the data projects, including, but not limited to, the Health Insurance Portability and Accountability Act (HIPAA), 42 CFR Part 2, Medicaid laws and regulations, CMS Data Use Agreements and others. Knowledge of management principles including, but not limited to, supervising/developing employees, EEO, workplace safety, corrective/disciplinary actions, and administration of policies and procedures.

ABILITIES & SKILLS

Demonstrated abilities and skills in the following areas:

  • Planning, design, and implementation of methods, practices, procedures, techniques, and concepts related to the data sharing, integration, and management of healthcare data, including, but not limited to, electronic health records, public health, payer claims, and social determinants of health data. Data analytics and reporting of healthcare data, and in particular complex claims, clinical, public health, and other healthcare and social service data. Establish and maintain effective working relationships with administrators, stakeholders, sponsors, faculty, staff, students, and others from culturally diverse backgrounds. Record of obtaining and managing contracts, grants, or external funding agreements. Independently manage projects of similar nature and scope. Management and supervisory experience of staff, grants, and budgets of projects of similar nature and scope. Must have excellent interpersonal skills. Must have excellent problem-solving skills. Must be able to work under pressure and with varying deadlines. Ability to establish work standards/expectations and clear direction to meet goals and objectives of ongoing work for direct reports.  Ability to provide guidance, motivate, and engage direct reports through effective communication and leadership.  Ability to assign work and to establish work rules and acceptable levels of quality and quantity of work.  Ability to review work and evaluate performance, and develop required job competencies of direct reports. Ability to effectively conduct work remotely (e.g., telework) as applicable. Post Offer/Employment Condition:  Must be able to pass a post offer criminal background check.

PHYSICAL/MEDICAL DEMANDS

Able to lift and carry up to fifty (50) pounds unassisted to support moving equipment or supplies for the project (e.g., tables, chairs, computers, data and network equipment).

 

POLICY/REGULATORY REQUIREMENT

As a condition of employment, employee will be subject to all applicable RCUH policies and procedures and, as applicable, subject to the University of Hawai‘i's TASI/PHIDC Research Program HIPAA/PHI privacy and security policy and the HIPAA/PHI privacy and security policy of various cooperating entities/organizations.  Violation of the RCUH's, the UH's, or the business entity's policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.). Must complete the University of Hawai‘i's TASI/PHIDC Center Research Program HIPAA/PHI privacy and security training and the HIPAA/PHI privacy and security of various cooperating entities/organizations, training immediately after hire or not later than employee’s initial exposure to HIPAA/PHI. Must maintain a current status on the University’s and/or the business entity's training requirements.

 

SECONDARY QUALIFICATIONS:

  • Doctoral degree from a college or university of recognized standing in an allied field related to the practice of data science in social science, public health, health informatics, health care clinical research, health analytics, health information technology, or information systems. Knowledge and experience with legislative and budgeting processes including experience with writing and presenting testimony, participating in briefings, etc. Knowledge and experience in working with enterprise systems and technologies for analytics. Knowledge and experience with Medicaid data and Medicaid Enterprise Systems (MES), including Medicaid data management systems, such as legacy Medicaid Eligibility and Enrollment, Management Information Systems, and other required modular systems in state Medicaid agencies. Knowledge and experience in working with CMS Medicare, Medicaid, and other related data. Knowledge of risk assessment and risk adjustment models used in health care, including but not limited to, Hierarchical Condition Categories (HCC), Chronic Illness and Disability Payment System (CDPS), Charlson Comorbidity Index, and other models. Academic and/or project, grant, program or other publications. Experience working with federal funding agencies involved with health care services, including but not limited to, the Centers for Medicare and Medicaid Services, Office of the National Coordinator, Health Resources and Services Administration (HRSA), Agency for Healthcare Research and Quality (AHRQ), and/or others. Experience in overseeing the work of vendors and/or third-party contractors. Capable of teaching graduate-level quantitative research methods and data analytics courses in data sciences.
