Position Summary

Manages supply chain related strategic projects pertaining to strategic sourcing, vendor relationships, inventory management, and value analysis. The incumbent may be asked to work with vendors, distributors and group purchasing organizations to establish and negotiate contracts to ensure the COH receives the best value it is able to attain. The position will work with others in the department to ensure that systems and processes are enabling COH to receive the pricing on supplies and services that it has negotiated. This position may also lead value added committees (VAC's) on behalf of the Director and conduct the necessary research to identify the supplies and services required by the operation to carry out its mission. Projects may include issuing RFIs and RFP's, reviewing proposals and negotiating with multiple vendors. Additionally, this position will assist in gathering clinical research/benchmarks, develop and execute project time-lines, document decision making results and facilitate preparation of needed financial analytics as relates to assigned projects. The incumbent will be responsible for communicating project status to all appropriate stakeholders and reporting on various success metrics to measure the success of the action items and decisions reached throughout the project management lifecycle. Though the position has no direct reports, it will require many of the same skills to be effective.

Key Responsibilities include:
  • Acts as a liaison with end users to determine scope of project requirements, available budget, and required project timeframe.
  • Develops draft project scope, schedule and budgetary estimate. Presents to end user and other responsible parties for approval.
  • This position reports to the Director of Supply Chain and is responsible for building relationships with physicians, teams and counterpart groups in all areas, or representing all business units for the selection of appropriate products and services.
  • Ensure that systems and processes are enabling COH to receive the best total cost on supplies, equipment, and services
  • Administrates pre-project activities, project implementation, performance and reporting, including adherence to project scope, financial targets, adherence to schedule and post-implementation review.
  • Lead efforts to identify and implement cost savings opportunities, measure contract performance and assess the value of new or renegotiated GPO contracts through weekly review of contract changes supplied by the GPO.
  • As requested, facilitate value added committees (VAC's) on behalf of the Director. Research potential vendors for supplies and services needed by COH
  • Assist management with selection processes requiring request for information and/or request for proposals. Including identifying vendors, developing response review criteria, facilitating the review process and negotiations with multiple vendors
  • Monitor supplier performance. Prepares and implements action plans with follow-up for suppliers failing to meet performance requirements

  • Assist the Executive Director of Supply Chain Purchasing in identifying needs for process improvement and innovation across sourcing, contracting, and analytics; assist in developing a standard of metrics using benchmark data to assist in measuring department's performance against goals and industry best practices.
  • Contribute to the development of the annual departmental strategic initiatives and the departmental budget.


Basic education, experience and skills required for consideration:
  • Bachelor's Degree in Engineering, Supply Chain, Finance, or related field.Experience may substitute for minimum education requirements.
  • Two years of experience working in strategic sourcing in a healthcare supply chain related organization.

Required Certification/Licensure:
  • Current CA driver's license and a good driving record for insurance purposes required
  • In-depth knowledge of supply chain related processes and systems

Preferred education experience and skills:
  • Master's Degree preferred
  • Strategic sourcing, complex financial analysis, strong negotiation skills
