Position Summary

The Decision Support - Senior Manager, Systems and Data manages the budget process and supports comprehensive finance & accounting transformation projects, from visioning and target operating model development through future state validation, deployment, and evolution. Reporting to the Executive Director of Financial Planning and Analysis, the role may work with the senior finance, senior IT and various business teams to proactively establish and manage efficiency improvements in Financial planning and decision support processes and leads the coordination and development of EPM templates and enhancements to support these processes (including project management leadership). Documents and supports operationalizing these processes and develops key metrics by which Finance system effectiveness and performance is measured. Proactively and independently formulate recommendations based on trend data.

An essential part of the role is to not only enable the annual revenue and expense budgeting process through the Enterprise system but also to facilitate the development of year-end-estimates (YEE) as needed multiple times per year for one or more of the City of Hope legal entities. In addition, the role may be responsible for coordinating and executing the Capital Planning process which includes running and facilitating the monthly Capital Governance process. The role ensures that materials are prepared and consistent with the financial systems and budgets by Vertical. As such the role will indirectly oversee several preparers of capital requests in other teams and provide guidance and support. The role ensures that capital investments and P&L planning are linked, in both system/data as well as process terms, as reflected in balance sheet and cashflow statements effectively covering the full enterprise financials. The role may also be responsible for coordinating and executing on the prioritization of IT and data related investments for the function and work closely with business and data teams in this area including the ERP team. The role may also be responsible for pro-actively recommending and pursuing improvements to the EPM system and data architecture on behalf of the DSS team.

Key Responsibilities include:
  • Manages the budget process and supports comprehensive finance & accounting transformation projects, from visioning and target operating model development through future state validation, deployment, and evolution.
  • Work with the senior finance and business teams to proactively establish and manage efficiency improvements in Financial planning and decision support processes and leads the coordination and development of EPM templates and enhancements to support these processes (including project management leadership). Documents and supports operationalizing these processes and develops key metrics by which Finance system effectiveness and performance is measured
  • Responsible for coordinating and executing the Capital Planning and facilitating the monthly Capital Governance process. The role ensures that materials are prepared and consistent with the financial systems and budgets by Vertical. Provides guidance and support for capital requests for other teams. Ensures the linkage between capital investments and P&L planning.
  • Partners with IT to plan and execute the Decision Support systems roadmap to implement and maintain financial systems and manage key vendor relationships. Continually assesses the appropriateness of the control and process environment involving access to and use of EPM, review, approve and coordinate implementation of all user enhancement requests to Finance systems.
  • Identifies current state documentation, benchmarking analysis, business case & roadmap development including functional process modeling, technology architecture design, governance structure & reporting design, organizational structure & service delivery design.
  • Manages the development of remote/online training materials deployment activities in relation to new/enhanced financial systems and processes as well as on-boarding critical new business users or decision support finance users. Plans and coordinates user acceptance testing requirements to validate Finance system enhancements prior to deploying to upgrades or new functionality. Acts as a key bridge between the Decision Support team and the IT team, and act as primary Finance liaison with other functional system representatives (e.g. HR, EPIC, ERP, etc.). Provides ongoing technical and troubleshooting support for stakeholders.
  • Lead, coach or advise project teams and be responsible for delivery of project objectives within time and budget. (depends on the structure of a project)
  • Develop and align financial business cases capturing savings and ROI in support of on-going investments in planning systems and processes
  • Opinion Leader and current on leading industry trends and EPM/ Financial Analysis features and how they apply to City of Hope's specific needs and opportunities.


Basic education, experience and skills required for consideration:
  • BA/BS Degree
  • Line Management Experience
  • 5-10 years of design, build, configuring and/or managing EPM systems - Oracle preferred plus 1 year of experience in a leadership capacity.
  • Demonstrated excellence in leadership and mentorship
  • Strong written and verbal communication skills with the ability to translate technical system capabilities into business processes and vice-versa.
  • EPM or other enterprise level financial planning systems, Advanced Excel, VBA programming, SQL or other programming languages are essential

Required Certification/Licensure:
  • Oracle Enterprise Performance Management (EPM) Training and Certification or equivalent.

Preferred education experience and skills:
  • BS/BA Degree with emphasis on quantitative skills, planning, and financial management.
  • Three or more years managing budget and financial planning/analysis in the healthcare/life science sectors.

Additional Information:
