As the principal health research agency of the Federal Government, NIH is a large complex organization composed of 27 distinct institutes and centers with a budget of over 40 billion dollars of which 83% is awarded to over 300,000 researchers at more than 2,500 research institutions. The Office of Extramural Research (OER) in the NIH Office of the Director (OD) provides strategic leadership for setting and implementing the agenda for changes to the policies and processes governing NIH extramural research, and for the information technology framework and systems to support the grants enterprise while assuring stewardship of federal funds, transparency, and accountability.

Located within OER, the Division of Biomedical Research Workforce (DBRW) leads and conducts analysis of the biomedical research workforce and evaluation of NIH policies to enable NIH to sustain and grow the biomedical research workforce at all levels -- to assure the most productive biomedical research endeavor and most effective use of taxpayer dollars; provides leadership and expertise on program and policy aspects of research training and research career development; and oversees the implementation of and adherence to the NIH diversity policy for extramural programs. The DBRW Director’s main responsibilities include the following:

  • Lead the NIH biomedical research workforce efforts, including development of concepts and policies to support the NIH’s vision for the next generation of the biomedical research workforce.
  • Incorporate analyses of National workforce trends and needs to develop comprehensive long-term strategies, enabling NIH to sustain and grow diverse biomedical research workforce at all levels.
  • Develop, maintain, and enhance NIH policies and programs that support innovative training, career development and education of a diverse biomedical research workforce.
  • Oversees studies on the economics of the biomedical research workforce and associated labor market. Identify emerging economic trends, issues, and potential implications for the further development of NIH biomedical research workforce programs and policies.
  • Facilitate collaborative studies with other agencies and organizations. Cultivate collaborative relationships with scientific communities, extramural organizations, advocacy groups and government agencies to achieve NIH’s objectives through information sharing, partnership facilitation and program coordination.
  • Promotes NIH’s commitment to equity, inclusion, and diversity throughout all programs, activities, and personnel guidelines.

LOCATION: Bethesda, Maryland

REQUIRED QUALIFICATIONS: Applicants must possess a Ph.D. or equivalent doctoral degree in health-related research or a scientific discipline with broad senior-level experience in biomedical workforce research or research training. Applicants should be known and respected within their profession, both nationally and internationally, as distinguished individuals of outstanding competence. This position will be filled under a Title 42 (f) excepted service appointment.

VACCINATION MANDATE: In accordance with Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. If selected, you will be required to submit proof of vaccination by November 22, 2021 or before your entrance on duty if you are selected after the compliance date. Your HR Consultant will provide a list of documents acceptable as proof of vaccination and instructions for how to submit a request for a legally required exception, if needed, to comply with vaccination requirement. 

SALARY/BENEFITS: The DBRW Director will be appointed at a salary commensurate with his/her qualifications and experience.  A recruitment or relocation bonus may be available, and relocation expenses may be paid.  Full Federal benefits, including leave, health and life insurance, long term care insurance, retirement, and savings plan (401K equivalent) will be provided.  The successful candidate is subject to a background investigation and public financial disclosure report prior to the effective date of the appointment.

EXPANDED/MAXIMUM TELEWORK POSTURE: Due to COVID-19, the agency is currently in a maximum telework posture.  If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement within 30 calendar days of receiving notice to do so, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling.  These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.
