Gilead Sciences is currently seeking a Senior Manager, Development Business Operations (Vendor Outsourcing) with expertise in global vendor sourcing activities, category management, vendor onboarding process, contract life-cycle management, vendor management, inspection readiness and compliance activities, for Development, inclusive of pre-clinical, Phases II and III clinical trials.

The candidate will have a proven success record of working in a global matrixed environment, and regularly collaborating with cross functional teams, such as, clinical operations, finance, legal, business conduct, and vendor management. In addition, the Senior Manager requires excellent communication skills and is comfortable interacting with internal and external teams of all levels, including Senior Management. This position will require the ability to apply critical thinking in performance of clinical vendor outsourcing, contract management and budget development including negotiation and contract drafting expertise, in a high volume, fast-paced environment.

Specific responsibilities include:
  • Drives sourcing strategy through market evaluation of the category and identification, selection, and management of global external service providers.
  • Delivers value by developing business solutions by translating requirements into effective sourcing solutions, contractual terms and process improvements.
  • Manages the contract negotiation process across the entire life cycle including RFI, vendor identification, RFP, vendor selection decision, contracting negotiation, performance monitoring, change orders, and ensures proper closeout of agreements to maximize contract value and achieve target savings.
  • Ensures the vendor selection process is compliant by managing risks through benchmarking, rate negotiations, implementing the sourcing strategy, collaborating with cross functional teams such as Compliance, Legal and Regulatory.
  • Identifies new vendor opportunities by providing high impact / optimized solutions through the category management process and generates new ideas for business solutions and new process/technology by incorporating patient input into clinical development.
  • Is accountable for the performance and results of a team
  • Interprets, executes and recommends modifications to operating policies and procedures
  • Adapts group plans and priorities to address resource and operational challenges
  • Is accountable for developing talent through on-going performance feedback and career management coaching
  • Develops global clinical development vendor strategy for a program or therapeutic area
  • Leads the RFP process for complex proposals (e.g., CROs), evaluates risks associated with vendor selection process
  • Identifies and implements cost savings actions (i.e., based on cost structure review, benchmarking, etc.)
  • Leads contract negotiation with large, complex multi-line budgets by translating requirements into legal and business terms and conditions (e.g., CRO agreements)
  • Oversees inspection readiness activities by ensuring completion of teams' tasks, and participation in all phases of inspection preparation, meetings and responses
  • Provides delivery excellence training related to policies and procedures to key internal and external stakeholders
  • Develops solutions to complex problems which require the regular use of ingenuity and innovation.
  • Translates business requirements into vendor capabilities and develops recommendations for vendor selection for a program or therapeutic area
  • Takes ownership of issues from problem identification to successful resolution, testing recommendations for reasonableness
  • Triages study-level vendor management issues; escalates high-risk issues to appropriate stakeholders
  • Utilizes internal and external sources (e.g., industry benchmarking, data, tools and processes) to coach others to develop optimal solutions for vendor outsourcing
  • Translates trends in operational and systematic issues and develops solutions with sustainability in mind to ensure roadblocks are removed during study start-up
  • Impacts the business results of related teams by setting priorities, allocating resources, and developing policies and plans
  • Develops effective vendor outsourcing strategies for a program or therapeutic area
  • Provides quality business solutions through subject matter expertise in translating requirements into business and legal contractual terms at a department / department level (e.g., negotiating MSAs that span across the department)
  • Improves quality and strengths of new and existing relationships with external service providers and industry alliances
  • Effectively executes the desired change through projects (e.g., delivering project outcomes as part of the overarching vendor outsourcing strategy)
  • Influences others internally and externally, including senior management, vendors or regulators
  • Liaisons with; Groups / departments on escalations (e.g., dealing with performance issues to address delays, or provide alternate solutions to meet timelines), Global external service providers to manage escalations and vendor performance issues, and legal departments for managing escalations / issue resolutions
  • Develops and executes a plan to increase team engagement via a compelling vision and strategy for a project or initiative
  • Gains experience providing guidance to direct reports regarding complex reports, studies, meetings, and other assignments
  • Leads group initiatives and providing information to Senior Management on contracting issues
  • Sponsors/leads a cross-Development Business Ops/cross-geographic project or team (e.g. product launch, marketing campaign, scientific partnership/collaboration)
  • Identifies a pressing business challenge and organize a cross-Development Business Ops task force to problem solve that challenge
  • Supports Category Review Process


Knowledge, Experience and Skills:
  • 10 years of experience with a B.S./B.A. in a relevant discipline.
  • 8 years of experience with a MS in a relevant discipline.
  • Relevant experience typically includes contract negotiation and/or clinical outsourcing
  • Strategic thinking, ability to influence and constructively challenge the status quo
  • MS/MBA or JD preferred
  • PMP or CPSM certification a plus
  • Open to remote candidates
