This supervisory health scientist (deputy) position is located within the U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Division of Clinical Research (DCR), Collaborative Clinical Research Branch (CCRB).

DCR provides multidisciplinary trans-NIAID services for facilitating clinical research and managing special projects as directed by NIAID leadership. This vision is operationalized through the development, implementation, and ongoing nurturing of international clinical research collaborations with partner countries. These research collaborations build at-the-ready research capacity for response to infectious disease outbreaks while addressing local public health issues. 

DCR advises the clinical director, NIAID, and the director, NIAID, on clinical research and performs other liaison and oversight functions related to the intramural and extramural research programs. DCR plays an integral role in facilitating the efficient and effective performance of NIAID research programs (both domestic and international). This is accomplished through a multifaceted approach to the provision and support of services vital to the research infrastructure that includes oversight and management of clinical research, program planning and management, regulatory monitoring and compliance, statistical consultation and research methodology, and clinical research capacity building.

Due to urgent COVID-19 activities within DCR, this position is critical to provide support and expertise related to the COVID-19 public health emergency. The supervisory health scientist (deputy) will serve as a fulltime managing partner with the branch chief in developing, coordinating, integrating, evaluating, and communicating all aspects of the administrative and scientific operations of the branch. The supervisory health scientist (deputy) serves as a key advisor to the branch chief and the director/deputy director, DCR, on controversial, complex, or unprecedented matters.

The supervisory health scientist (deputy) partners with the branch chief to do the following:

• Determine overall branch organizational structure, workload requirements, and activities
• Analyze the effectiveness ofoperations and makes changes to the branch to accomplish the goals of NIAID
• Assess program accomplishments and progress. Makes changes, as needed, to promote efficient and effective program balance within assigned program areas

The supervisory health scientist (deputy) assists the branch chief in doing the following:

• Effectively managing the human and financial resources of the branch in order to support the mission of DCR and NIAID
• Establishing operating budgets that include required justifications to support new programs and initiatives assisting in ensuring that there are adequate and appropriate resources available to accomplish the goals and objectives of the branch and division
• Identifying and prioritizing activities and projects to be supported along with monitoring expenditures
• Making decisions on the redistribution of resources, to include the shifting of existing resources to high priority programs and initiatives, as necessary

Qualifications

Required

• U.S. citizen
• Bachelor’s degree or graduate/higher-level degree with major study in an academic field related to the medical field, health sciences, or allied sciences appropriate to the work of this position
• Experience providing scientific and administrative support and analyses of clinical research proposals

Preferred

• M.D. or Ph.D.
• Multidimensional expertise to lead, manage, and effectively integrate complex needs of large and demanding clinical research programs
• Knowledge of infectious diseases, including HIV/AIDS, Ebola, coronaviruses, and tuberculosis
• Ability to facilitate research and infrastructure development in international settings and for overseeing and managing clinical trials overseas (mostly in developing countries)
• Experience with governments, laws/regulations, and cultures of foreign nations that may be significantly different from those in the United States

• Ability to support the development of papers for publication in peer-reviewed journals and presentations at seminars and scientific meetings
• Experience with strategic and operational planning that incorporates monitoring of success metrics with partners or collaborating institutions to plan for long-term goal achievement and research sustainability
