Position Summary

A pharmacy procurement manager plans, directs and coordinates all activities relating to procurement of pharmaceuticals in a pharmacy enterprise to ensure safe, efficient and cost-effective services. The manager ensures compliance with all licensing, regulatory requirements and safe medication standards related to all aspects of pharmaceutical purchasing including storage, inventory and quality management of supplies that will ensure that overall success of COH.

The Pharmacy procurement position, in addition to managing the drug inventory, avoid stockouts and medication waste, tracks and address drug shortages and responsible for keeping abreast of pharmaceutical market changes.

The Pharmacy procurement manager is the subject matter expert in alternative procurement methods for specialty products and is able to track markets trends and payer contracts.

The manger is responsible for planning, coordinating, and supervising the day to day purchasing of Pharmaceuticals and Medical Supplies for the pharmacy enterprise. Monitor purchases to meet regulatory and budgetary standards of COH pharmacy.

The manger is responsible for a system that works within institutional, regulatory and budgetary guidelines to provide uninterrupted, safe and cost-effective medications to the patient. Help to track all expenses and predict future budget estimations. Help review cost effectiveness of new technology, pharmacy services and review cost of new drug therapy and its institutional impact.

Key Responsibilities include:

Develops a robust procurement program that meets City of Hope mission. Identifies best practices for medication procurement, and incorporates best practices into processes, policies, and procedures.

Optimize Inventory
  • Uses Lean principles to provide Just-In-Time inventory to remote stocked areas.
  • Proactively uses reports to minimize excessive stock
  • Inventory turns control and leads biannual medication inventory.
  • Optimize medication inventory par levels to avoid stockouts and reduce waste.
  • Oversee correct storage, stock rotation, minimization of waste and safe disposal/handling of pharmaceuticals.
  • Ensure that there is suitable space for separate storage of: controlled drugs, products requiring refrigeration, products requiring frozen storage, cytotoxic agents, flammable materials/corrosives.

Operational Improvements
  • Manage all aspects of daily medication orders and contracts with distributors and pharma
  • Utilize Value Stream Mapping to improve efficiency in pharmacy operations
  • Handle formulary change management process

Ensures Compliance with all Regulatory Requirements
  • Record necessary information for compliance with the Drug Supply Chain Security Act.
  • Oversee controlled substances ordering and required documentation.
  • Ensures all FDA, CA BOP and DEA requirements are met.
  • Review 340B program purchases an ensure compliance

Ensures Quality Services
  • Timely handles procedures related to drug recalls such as laboratory testing and drafting reports to appropriate authorities where certain drugs pose a threat to public health.
  • Receives reports and complaints on delay in service and address them appropriately to ensure good customer service and experience.

Cost Efficient Procurement
  • Track and trend drug utilization, cost and projections and develop and implement specific sourcing and negotiation strategies.
  • Semi-annually reviews the margin between Medicare reimbursement vs. drug costs.
  • Conduct pricing analyses, identify cost drivers, develop strategies to support cost efficient procurement.
  • Review purchasing trends and expenses and optimize contract negotiating with suppliers and distributers.
  • Establish and monitor revenue and expense parameters & outcome measures.
  • Establish budgetary controls to ensure the quality and timely review of invoices and execution of payments
  • Report out on high-cost drug evaluations.

Proactive management of drug shortages and drug substitution to prevent potential negative impact on patent care
  • Create a medication shortage program and tracking system to ensure the institution has an uninterrupted supply of medication. Identify, monitor, and qualify pharmaceutical outages for their impact to the COH.
  • Proactively identify, monitor, qualify, communicate, and manage drug shortages to avoid or minimize any impact on patients and City of Hope.
  • Collaborate closely with the clinical teams to ensure appropriate drug substitutions
  • Ensure provider satisfaction with drug shortages communications and alternative solutions.

New Product/Service Review
  • Meets with pharmaceutical representatives, completes a clinical assessment of the product, technology or service and creates a cost impact review for review and approval of the pharmacy executive team.

Performs other related duties as assigned or requested.

Basic education, experience and skills required for consideration:
  • Graduate of an ACPE-accredited School of Pharmacy with a Pharm D or an equivalent combination of education and experience is required
  • 4 years' experience in a hospital pharmacy setting, includes at least 2 years of supply chain experience and completion of PGYI and PGY 2 residency, including Pharmacy Administration.
  • 1 to 2 years of experience in leading or supervisory capacity
  • Excellent oral/written communication and organizational skills
  • Knowledge & understanding of Title 22, GMP, CDPH, CMS, HIPPA, California Pharmacy Law, provider regulations & Joint Commission Standards.
  • Knowledge & understanding of Human Subjects Research compliance and regulations.
  • Knowledge of ISMP and ASHP best practices.
  • Ability to utilize relevant computer systems.
  • Quantitative skills for statistical analysis and quality system assessment.
  • Experience in teaching and precepting.
  • Ability to use Epic and all relevant pharmacy software.

Required Certification/Licensure:
  • Current Pharmacist License.
  • California Pharmacist License to be obtained within 12 months.

Preferred education experience and skills:
  • Previous experience in a major academic hospital setting
  • Oncology health care system experience is preferred.
  • Previous experience in a supervisory or management role.
