 THE POSITION:  Join our senior scientific team and help lead critical efforts to enhance the scientific review of NIH grant applications. Your creative decisions, leadership and team building could significantly affect the direction of science and health in the U.S. and abroad. The Center for Scientific Review (CSR) is seeking a Director for its Division of Planning, Analysis, and Information Management (DPAIM). If you are selected and join us, you would report directly to the CSR Director and provide leadership for the Division, which is responsible for the development, implementation, and continuous enhancement of innovative analytical and technological approaches to advance CSR’s mission in a data-driven, efficient and transparent manner that enhances public trust in the NIH peer review system underlying the US biomedical research enterprise. The Director will be responsible for advancing and strategizing the performance of the Center’s key programs to ensure resources are expended appropriately to maximize the return on investment of taxpayer dollars. The Director of DPAIM is a member of CSR’s senior leadership and will drive the overall direction and approach for applying industry best methodologies, technologies, and platforms in management, analytics, and technology solutions to understand and improve the performance of all aspects of CSR’s operations and peer review processes. Serves as the external leader of data science and analytic approaches at CSR. Independently represents CSR and CSR Director in interagency meetings, briefings, and initiatives involving senior leaders from other Federal agencies. Maintains lines of communication with other NIH Institutes and Centers, HHS, other Federal agencies, public and private sector research organizations, educational institutions, and individual scientists in the field. You would provide vital leadership and management of the Division, which consists of approximately 45 staff, and is expected to include supervising 3 Branch Chiefs.

The DPAIM Director, will lead DPAIM as the primary division with a focus on conducting rigorous and objective analyses of the quality and output of CSR peer review across multiple domains and is tasked with providing data-driven center wide recommendations for policy and process development. QUALIFICATIONS REQUIRED: Applicants must possess a Ph.D., M.D., or equivalent degree in a field relevant to the position. Candidates must have knowledge of the principles, practices, and theories applicable to process and project management, systems and software engineering, IT service management, information assurance, data analytics, visualization, modeling, and applied data science. Applicants must have the ability to communicate clearly, logically, and persuasively to provide data-driven information regarding the Center’s peer review performance. In addition, candidates must possess the ability to analyze issues, develop process and policy, and propose solutions. Candidates must have demonstrated skill in mentoring, supervision, leadership, and decision-making.

 

SALARY/BENEFITS: Salary is commensurate with qualifications and experience. Full Federal benefits

including leave, health and life insurance, long-term care insurance, retirement, and savings plan (401K equivalent) will be provided. This position is subject to ethics statutes and regulations governing the activities of Federal employees.  The incumbent in this position will be required to complete public financial disclosure reports and is subject to a background investigation.
