Position Summary
The Director of Orange County, IT is responsible for leading Orange County's IT operations, regional IT strategy and business planning under the direction of the Senior Vice President, Chief Information Officer and the Orange County Chief Administrative Officer as well as in strong collaboration with Orange County operations and the IT Leadership Team. Areas of high focus and direct responsibility include review, prioritize and track the optimization of clinical applications (including Epic), revenue cycle applications, business applications and IT infrastructure (help desk/desktop support/network services). This role is critical to enabling the enterprise's success of establishing a new region, leveraging the greenfield opportunity a new market offers and building an IT operating model to meet business objectives. Success in the role will require leveraging a matrix model and influencing workforce priorities and delivery.

Key Responsibilities include:
IT Operations:
  • In partnership with OC Executive Team, IT leadership and IT operations teams, establish and manage performance as well as internal/external service level agreements for all aspects of IT including but not limited to: IT infrastructure (hardware and software, business continuity planning, vendor management, device administration, access administration, IT security, clinical applications, Epic optimization, revenue cycle applications, business applications, and device integration.
  • Areas of high focus include clinical applications and Epic optimization (30%), revenue cycle applications (10%), business applications (10%) and IT infrastructure (10%).
  • Schedule, budget and communicate maintenance and upgrades for optimum operational performance of hardware and software.
  • Responsible for the establishment and enforcement of information systems policies and procedures as may be required.
  • Manage IT budget and operational dashboards. Establish and manage process for tracking and communicating performance to key stakeholder groups including OC and IT executive management. Take corrective action when needed.

IT Strategy:
  • Provide vision for the structure and discipline of IT infrastructure required for growth, optimization and innovation.
  • Establish a framework to prioritize Orange County improvements and innovations in alignment with the strategic planning process.
  • Participate in strategic and annual planning efforts for Orange County and IT.
  • Serve as primary IT representative for new partnerships and IT-related business development opportunities in Orange County.

Business Planning:
  • Lead IT budget and business planning efforts for Orange County IT initiatives and enterprise budget planning cycles.
  • Ensure Orange County IT budget (payroll and non-payroll) meets operational and strategic needs.
  • Communication & Leadership:

  • Facilitate direction, alignment and ongoing communication between Orange County and IT executive leadership to ensure that stakeholders have clear understanding of:
    • business and enterprise objectives
    • business and department needs/priorities
    • progress toward goals
    • performance on service level agreements
    • open issues, risks and mitigation plans
  • Provide clear, consistent, regular communication with executive leadership, team, and project stakeholders at all levels.
  • Performs other related duties as assigned or requested.

Basic education, experience and skills required for consideration:
  • Bachelor's degree
  • 10 Years of demonstrated proficiency with an EHR system, preferably Epic; 10+ years of technical experience plus 5+ years of experience in a managerial /director capacity.
  • Working knowledge of SDLC
  • Seasoned IT professional with broad healthcare IT experience, including Epic, applications and infrastructure.
  • Five or more years of experience with IT operations and strategy.
  • Experience managing complex projects, including budget, schedule, risks, issues, communication and stakeholders.
  • Experience working in a highly matrixed environment preferred.
  • Strong vendor management experience.

Preferred education experience and skills:
  • Master's degree in related field of study or equivalent experience.
  • Strategic agility and ability to navigate through and work with different leadership styles.
  • Demonstrated experience leading, budgeting, and implementing large, complex technology projects.
  • Demonstrated ability to build collaborative working relationships through listening and delivering solutions that produce positive outcomes.
  • Experience in developing meeting materials to facilitate planning and decision-making. Facilitation and presentation skills required.
  • Proven experience working in a fast paced and complicated environment that requires building and maintain relationships with clinical and business professionals
