An invigorating opportunity is available in the Environmental, Health & Safety Department as we strive to build a world class EH&S team here at Gilead in Foster City. The successful candidate will be joining a highly motivated and cross functional team to develop and elevate a proactive Safety culture via execution of various initiatives among multiple functions across our Foster City campus. You must be an independent self-starter with superior analysis, multitasking and problem solving skills for simple to complex situations. You will be relied upon as a subject matter expert in the areas for which you are responsible, and also should be eager to learn about and support other areas of the team when needed. This individual must possess great interpersonal capabilities that facilitate explanation of complex topics straightforwardly to educate and influence colleagues and customers to ensure successful implementation of EH&S programs and directives as assigned.

General Responsibilities of EH&S Team Members

The EH&S Senior Program Manager will serve as an agent of change within their areas of responsibility while effectively ensuring compliance and proliferation of best practices throughout customer organizations.

  • Identify, document and reduce potential workplace hazards, including accident investigation, through corrective actions and making recommendations to management.

  • Develop, communicate and conduct audits, training and program development.

  • Provide program specific and general EH&S training, including New Hire Orientation for employees.

  • Serving on the Emergency Response Team requiring periodic 24 hour on-call availability

  • Establish a positive rapport with staff, scientists and management to ensure a high level of customer service and serve as a primary point of contact for customer groups.

  • Assist with implementing general elements of the Foster City EH&S Program, as defined by local, state and federal agencies.

    Essential Duties and Job Functions of the Role

    Specific responsibilities for this role focus on independent management, with minimal supervision, of the Injury and Illness Prevention Program and Emergency Response Planning at the Gilead, Foster City campus to ensure compliance and advancement of culture while providing world class customer service.

    Injury and Illness Prevention Program Officer

  • Serve as the Injury and Illness Prevention Program Officer for the Foster City campus.

  • Draft and update Injury Illness and Prevention and COVID-19 Prevention Program documentation to maintain compliance with all applicable Cal/OSHA regulatory requirements.

  • Ensure current compliance with applicable areas of regulatory compliance via collaboration with other Program Managers and Specialists of the EH&S team.

  • Represent EH&S on interdisciplinary project teams within the Corporate Engineering and Facilities organization.

  • Oversee Incident Response and Investigation Program.

  • Support and manage all aspects of operation and maintenance of the Incident Management software platform, including functionality supporting site inspections as well as key performance indicator data collection and presentation.

  • Provide regular updates of progress on EH&S team key performance indicators via dashboards and business reporting.

  • Produce and maintain current compliance of all training materials and records associated with Injury and Illness regulatory requirements.

  • Collaborate on implementation of Safety Management System (experience with ISRS-DNV preferred).

    Emergency Response Planning

    The successful candidate will be expected to develop and maintain programs to ensure compliance and departmental readiness in all areas associated with the Emergency Action and Emergency Response Planning.

  • Update and maintain Emergency Action Plan and all supporting documentation, signage, and training materials for the Foster City campus to ensure compliance with all relevant regulatory requirements.

  • Coordinate building evacuation drill program to ensure proper training employee evacuation coordinators.

  • Coordinate annual First Responder Operations and HAZWOPER training for internal emergency response team members.

  • Collaborate with Corporate Engineering and Facilities, Corporate Security, and Corporate Crisis Management Teams to maintain effectiveness of the Site Emergency Response Plan.

  • Organize and execute drill exercises to provide training for Corporate Engineering and Facilities staff to ensure effective state of readiness for participation in emergency incident events.

  • Management of vendor teams responsible for maintenance and documentation of all life safety equipment (fire extinguishers, AEDs, First Aid Kits, etc) across all campus facilities in compliance with Federal, State and local requirements.

    Knowledge, Experience and Skills Required

  • Bachelor's degree in Chemistry/Biology/Environmental with 8+ years progressive relevant experience in EH&S and industry, or a Masters degree and minimum 6 years of relevant experience.

  • Working knowledge with all relevant OSHA, Cal/OSHA, DOT, and NFPA regulatory requirements

  • Excellent written and oral communication skills

  • Demonstrated experience in interacting with regulatory agencies.

  • Demonstrated experience in working in collaborative teams.

  • Demonstrated experience with working under minimal supervision.

  • Demonstrated success with leading manager and peers without authority.

  • Anticipate needs and problems while creating and implementing solutions.

  • Excellent written and oral communication skills.

  • The ability effectively shift priorities and work at a rapid pace is required.

  • Relevant experience may supersede degree requirements.

    Experience Preferred

  • Use and management of SpheraCloud software platform

  • Proven effectiveness at improving processes to increase efficiency and customer service

  • Experience working in a matrix management organization

  • Management of contingent workforce

  • Budget management

    Knowledge and Skills Preferred

  • Professional Certification such as CSP

  • Experience in the pharmaceutical, biotech, or related industry
