Reporting to the Senior Director of Master Planning, the role of Associate Director - Planning is to lead the planning and entitlement effort and assist in the development of the strategic plan for the HQ campus. The future proof campus plan will include the infrastructure needs for the campus to be the best place in the world for biomedical research, which includes humanistic characteristics of innovation, collaboration, sustainability, and agile workplace. The role is key function to the execution of the strategic plan and the associated California Environmental Quality Act (CEQA) requirements as well as federal and local jurisdiction requirements. The forward planning duties include relationship management with the city and help with the oversight of the interaction between the Company and the city.

This role requires an in-depth knowledge and experience of CEQA process and documentation, local jurisdictional functions such as city council and planning commission interactions as well as key functions of the city department head positions, sustainability concepts and mitigation solutions, infrastructure planning, urban planning and design, and stake holder engagement.

The Role

Based in Gilead's headquarters in Foster City, California, the Associate Director

- Planning's key responsibilities of the role include but are not limited to:

  • Provides advanced technical knowledge with development of executable campus plan.

  • Participates in user group meetings to collect program needs for future infrastructure and real estate needs.

  • Assists in the design development, modification and/or review of campus plan at an urban scale.

  • Development of various scenarios for entitlement and CEQA processing

  • Coordinate with internal business partners and stake holders; must possess ability to lead team discussions and establish actionable items.

  • Serve as subject matter expert for campus planning, entitlement, and real estate needs for the business group partners.

  • Lead the interaction with City's department heads for effective working relationship

  • Manage expert consultants for solutions to environmental impact mitigation measures including sustainability aspects such as water conservation, energy use, green house gas reduction, etc.

    Skills

  • Strong team player with an ability to collaborate and work in a team environment.

  • Excellent interpersonal and communication skills with the ability to convey planning concepts, entitlement process, and environmental impact.

  • Self-starter, with the ability to organize and prioritize with minimal supervision.

  • Strong data management skills and the ability to expertly use software to analyze data sets.

  • Thorough working knowledge and experience with CEQA processing and federal requirements.

  • Knowledge of workings of city, including city council, planning commission, and community groups.

  • Understanding of architectural drawings at urban scale (200, 100, and 40 scale). Experience with specifications for civil engineering, such as wet utilities, dry utilities, fiber infrastructure, etc.

  • Direct experience with sustainable concepts, implementing solutions from broad policies.

  • Negotiation experience for discretionary approvals with public sector.

  • Knowledge of real estate, including title reports, various types of surveys, lease execution and administration, landlord experience, brokerage, and portfolio management.

  • Knowledge of project management, development timelines, and budget management.

    Education and Experience

  • Bachelor's degree in urban planning, urban studies, urban design, policy, architecture, civil engineering, water resources management or equivalent. Master's degree preferred.

  • Experience with bio-medical research or medical facilities and laboratory industry, with working knowledge of infrastructure needs for the industry.

  • In-depth experience with CEQA analysis and entitlement processing

  • Real estate broker license preferred

  • A minimum relevant work experience of 10+ years with BS/BA or 8+ years with MS/MA or MBA.

  • Experience in managing complex and challenging projects is expected.

  • Proficiency in MS Office, including Word, Excel, PowerPoint, Teams, and Outlook.
