HJF is seeking a Scientific Program Manager III to support the Department of Anatomy, Physiology and Genetics (APG) located at the Uniformed Services University (USU) in Bethesda, MD. HJF provides scientific, technical and programmatic support services to the APG Department.
The Scientific Program Manager will support The American Genome Center (TAGC) and the Department of Anatomy, Physiology and Genetics (APG) at the Uniformed Services University (USU). The candidate will organize current program activities in alignment with the mission and goals of TAGC. The incumbent will aid the TAGC Director to define and refine long-term goals and activities to support the strategic direction of the Center. The incumbent will manage project-level activities between internal/external collaborators from the military, federal government, commercial and academic institutions to advance precision military medicine and support a large-scale sequencing Center. Incumbent is responsible for assisting in the programmatic and scientific administration of TAGC supported PRIMER research projects to include project contract and award development, regulatory compliance, personnel management, reviewing budget and financial status, assistance with purchasing, preparing scientific progress reports, and manuscript preparation.
The incumbent will also aid the TAGC Director in conceiving and designing research projects, manage the scientific collaborations between the Director and the partners. Incumbent supervises projects, personnel and investigates the feasibility of applying a wide variety of scientific principles and concepts to potential inventions, products, and problems. Develops new technologies and protocols.
- Reviews and advises on sufficiency, competency and development of personnel in alignment with productivity, capabilities and project completion for laboratory and programmatic obligations. Reviews and oversees the travel process for all HJF personnel and ensures all trips are pre-approved, working with appropriate HJF and USU staff.
- Responsible for all employee problems/issues and works to resolve those issues. Serves as supervisor for time-based approval of pay periods and makes recommendations to Principal Investigator and HJF supervisors for personnel actions, including hiring, evaluations, promotions, pay, work hours, and disciplinary actions.
- Oversees strategic planning efforts. Works with project stakeholders to ensure detailed business and technical requirements are defined to ensure success in program. Provides metrics and analysis to support forward-looking decision-making based on data.
- Generates and finalizes meeting minutes for records. Reviews action items and communicates with associates and laboratory manager to address current action items. Assists in providing milestone and information for generation of annual reports, website content and other reports or briefings as directed.
- Prepares requests for cooperative agreement actions and other formats of proposals. Assures full compliance with all sponsor and institutional requirements, schedules, regulatory requirements and provisions.
- Evaluates potential problems for operational activities and programmatic strategic goals and provides informational or process-based solutions to mitigate and avoid potential problems. Exercises judgment within generally defined practices, policies, and guidelines.
- Assists Principal Investigator, and designees, with administrative tasks at USU or HJF to ensure institutional guidelines for regulatory, safety, training and financial compliance are followed.
- Attends PRIMER, TAGC, and other relevant meetings in order to effectively optimize strategic plans and ensure operational and programmatic goals and objectives are satisfied. Makes recommendations and modifications based on current status of laboratory tasks and projects. Facilitates process of initial review of new projects providing associated leadership team with project expectations and timelines in order to manage and optimize personnel, equipment and supply resources. Aids laboratory personnel and laboratory manager in ensuring accuracy and version control of all Standard Operating Procedures (SOPs) for the laboratories.
- Works closely with other program managers and PRIMER Financial Director to ensure all projects and awards are accurately defined with statements of work and budget justifications. Monitors and reports appropriate award utilization to meet project and performance task goals as defined.
- Demonstrates detailed knowledge of state-of-the-art principles and theories. Designs and implements experimental protocol.
- Coordinates and prepares new grant and funding applications.
- Makes major contributions to scientific literature and conferences. Prepares publication-ready manuscripts. Finalizes reports and reviews for submission to scientific journals and patent applications.
- Makes scientific observations, maintains detailed workbooks/documentation, and ensures documentation fulfills generally accepted professional/industry standards. Collects, processes, and interprets experimental data.
- May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Required Knowledge, Skills and Abilities: Knowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously. Knowledge of project management principles, and good communications, customer/client relationship skills and people management experience.
Minimum Education: Bachelor’s degree is required. Master’s degree is preferred.
Minimum Experience/ Training Requirements: 9-10 years of relevant work experience required. Research administration and grants management experience. Ability to generate progress report, statement of work and/or technical reporting. Scientific background preferred.
Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
