As the principal health research agency of the Federal Government, NIH is a large complex organization composed of 27 distinct institutes and centers with a budget of over 40 billion dollars of which 83% is awarded to over 300,000 researchers at more than 2,500 research institutions. The Office of Extramural Research (OER) in the NIH Office of the Director (OD) provides strategic leadership for setting and implementing the agenda for changes to the policies and processes governing NIH extramural research, and for the information technology framework and systems to support the grants enterprise while assuring stewardship of federal funds, transparency, and accountability. The OER is directed by the NIH Deputy Director for Extramural Research (DDER), who serves as the principal advisor to the NIH Director on all matters relating to NIH extramural programs and oversees the management, establishment, and implementation of standards governing all NIH extramural activities.

The OER Deputy Director’s (OERDD) role integrates a broad array of senior-level science administration, extramural research policy, and business functions of the OER, ensuring they are executed and supported through leadership of a sound strategic planning, business management, and communications. Main duties include the following:

  • Provides authoritative direction and management oversight of overall OER priorities and goals including allocation and reallocation of OER resources to address changing program priorities and requirements; ensures that resources to support the OER enterprise are responsibly managed; and optimizes the effectiveness of research administration, policy implementation, and business processes by providing effective and efficient coordination of these functions.
  • Reviews, analyses, and prepares responses to queries from the public about NIH extramural research policies and programs; and writes and contributes to OER responses to the NIH Congressional Justification, Government Accountability Office, HHS Office of Inspector General, and other reports.
  • On behalf of the DDER, interfaces with other NIH Institutes to facilitate relevant extramural activities and to provide management and coordination of highly complex, cross-cutting, and sensitive assignments that include planning, implementation, and evaluation of programs, policies, and procedures.

The dual-function role of the position includes serving as the Deputy Director for all of OER (and hence working closely with DDER in overseeing all OER activities), while also providing direct supervisory oversight of several OER’s business areas (that will be determined upon candidate selection --  based on the selected candidate's dominant expertise areas).

LOCATION: Bethesda, MD

REQUIRED QUALIFICATIONS: Applicants must possess a Ph.D. or equivalent doctoral degree, senior-level research experience, and expertise in multiple science administration areas. The position requires strong leadership skills; negotiation skills with respect to complex, sensitive issues; and the ability to formulate, present, and defend policies and activities to top level NIH officials and leadership from other agencies and outside institutions. The position will be filled under a Title 42(f) excepted service appointment.

SALARY/BENEFITS: The Deputy Director, Office of Extramural Research will be appointed at a salary commensurate with his/her qualifications and experience.  Full Federal benefits, including leave, health and life insurance, long term care insurance, retirement, and savings plan (401K equivalent) will be provided.  The successful candidate is subject to a background investigation and public financial disclosure report prior to the effective date of the appointment.
