The Role

This position leads Government Affairs activity for Portugal with responsibility for all activities involving interactions with policy makers and politicians across all therapeutic areas, including representation of the function on the Portuguese Leadership Team.

The role reports to the Senior Director, Government Affairs, ACE Region 2. Other key internal stakeholders for this role include:

- General Manager, Portugal

- Therapy Area Business Unit Directors

- Market access director, Portugal

- Senior Director, Public Affairs, Portugal and ACE Region 2

- VP, International Government Affairs

Specific Responsibilities

  • Monitor the Portuguese policy environment with the objective of providing Gilead's management with sophisticated information and insights to respond to the changing business environment.

  • Promote a positive presence for Gilead Sciences amongst key stakeholders in Portugal, focused on Government, Parliament and relevant institutional bodies, for the purpose of shaping the policy environment relevant for Gilead's business and therapeutic areas.

  • Develop and implement specific GA programmes which will ultimately enhance and support timely access to Gilead innovative medicines. Develop and sustain value-added partnerships with external institutions and stakeholders.

  • Recruit and oversee consultants who will support the delivery of our activities. Manage these relationships to ensure effective delivery of projects to time and budget.

  • Work as part of the Region 2 and ACE Government Affairs Teams; contribute to global and regional projects; ensure alignment of country activities to global strategies; collaborate and share best practice.

  • Work closely with key functions including commercial, market access, medical affairs and public affairs to ensure alignment of GA strategies to business needs.

  • Contribute positively to the Portuguese Leadership Team as both a functional expert and a business leader.

    Knowledge, Experience and Skills

  • Strong track record of implementing projects with defined outcomes in a government affairs, market access, public affairs or policy role.

  • In-depth knowledge of the Portuguese healthcare system and key policies relevant for pharmaceutical market access for highly innovative medicines.

  • Experience and high proficiency in interacting with external stakeholder groups to build partnerships and advance policy goals

  • Excellent strategic thinker with ability to formulate, develop and execute on agreed strategies.

  • Strong executive presence with ability to communicate with senior officials externally and senior executives internally.

  • Sound business judgment and analytical skills, and strong team player.

  • Skilled at managing cross-functional teams or working groups

  • Excellent verbal, written, and interpersonal communications skills

  • Ability to communicate in Portuguese and English is essential.

  • Ability to travel about 15% of the time.
