THE POSITION: The Division of Extramural Research (DER), NICHD, is responsible for all extramural research in the institute. The scientific branches support basic, translational, and clinical research, including large and complex comparative effectiveness and efficacy trials in NICHD research networks. The division also conducts population and epidemiologic research in pregnant women, children, and individuals with physical and intellectual disabilities. The division is involved in product development and evaluation of diagnostics, devices and therapeutics, neuroscience tools and techniques, regenerative medicine, tissue engineering and materials science.
This is a senior leadership position within the NICHD, involving the management of the extramural scientific research programs of the Institute. The incumbent directs the activities of the Institute’s extramural research programs, including 12 scientific research branches: 1) Child Development and Behavior, 2) Contraception Research, 3) Developmental Biology and Structural Variation, 4) Fertility and Infertility, 5) Gynecologic Health and Disease, 6) Intellectual and Developmental Disabilities, 7) Maternal and Pediatric Infectious Disease, 8) Obstetric and Pediatric Pharmacology and Therapeutics, 9) Pediatric Growth and Nutrition Branch, 10) Pediatric Trauma and Critical Illness Branch, 11) Population Dynamics Branch, 12) Pregnancy and Perinatology Branch. The DER Director will work closely with the Associate Director for Extramural Activities to ensure appropriate program oversight, policy adherence, risk management, and appropriate stewardship and governance of all programs in the DER.
The DER Director will also assist in the coordination and approval of the activities of the National Center for Medical Rehabilitation Research (NCMRR). Through basic, translational, and clinical research, NCMRR aims to foster development of scientific knowledge needed to enhance the health, productivity, independence, and quality of life of people with physical disabilities. Though the Director, NCMRR reports to the Director, NICHD, the programmatic activities of the NCMRR fall under the processes and policies of the DER, and thus require coordinated effort.
As the responsible executive for the extramural division, the Director, DER, will also coordinate the activities of personnel and programs supporting trans NIH initiatives, including those coordinated by the NIH Office of the Director (OD), the Common Fund, and those sponsored by multiple institutes and supported by a targeted Congressional appropriation (e.g., the BRAIN Initiative). In addition, the extramural response to public health emergencies or specific directives from the administration or the Congress will be coordinated and managed by the DER. These activities will be managed in coordination with the Director, NICHD, or her delegate.
The Director, DER reports to the Director, NICHD, and is responsible for the scientific and administrative leadership of the Institute’s extramural research activities. The incumbent is responsible for approximately 3,100 research projects, a total budget of approximately $1.1 billion and a staff of approximately 100. The incumbent is responsible for advising the Director, NICHD, and all extramural staff on matters relevant to the conduct of the Institute’s extramural research activities, encompassing the full breadth of research and training in basic science, reproductive health, pregnancy, child and adolescent health, therapeutics and device development, and rehabilitation research. The incumbent represents an authoritative source of scientific expertise, provides scientific and policy leadership, develops and articulates NICHD scientific and disease-related priorities, keeps abreast of the latest scientific advances and identifies opportunities not yet explored.
The incumbent coordinates the work of the extramural branches to facilitate sharing of ideas and to enhance communication and collaboration. The incumbent participates with senior staff in the coordination of program planning activities and participates in final decisions affecting scientific priorities and funding levels on scientific breakthroughs as they impact upon major diseases and disorders. The incumbent serves as a staff expert and consultant to senior level NIH and NICHD on management and staff on issues related to the mission of the institute. QUALIFICATIONS: Applicants must possess an M.D., Ph.D., or equivalent degree; have demonstrated scientific leadership in an extramural research program of national and international standing in an area relevant to the mission of the NICHD, and which must have included managing policies and procedures related to extramural research administration; and have well-honed administrative and interpersonal skills. This experience may be gained via senior level research experiences as a principal investigator of a grant or contract; or, may be otherwise gained through active involvement in initiating research projects, developing protocols, conducting studies, documenting findings, interpreting results in a published report or journal, supervising staff, and managing a budget. Preference will be given to those known and respected within their profession, both nationally and internationally, as distinguished individuals of outstanding scientific competence and those who possess a record of achievement as a senior scientific administrator/executive leader.
SALARY/BENEFITS: Salary is competitive and will be commensurate with the experience of the candidate.
