ROLE SUMMARY

The Senior Director- Clinical Informatics Medical Outcomes Specialist (CI MOS) provides consultative, direct customer and Medical Affairs and Pfizer Enterprise support in clinical informatics and health information technology (HIT) leadership to assess, develop, and implement simple to complex HIT initiatives including clinical data extraction, data analysis and management, as well as clinical informatics evaluation processes that support the business needs of Pfizer. The CI MOS leads and mentors the MOS organization to build advanced knowledge in Digital Health Informatics to evolve and empower MOS to work in new and innovative ways to capture data and gather relevant project information in order to provide knowledge to answer clinical questions, evaluate populations, and create digital health and HIT solutions which are pertinent to our customers and business needs in improving quality and population health.

Focusing on Clinical Informatics planning, development, and process transformation, this colleague represents the MOS leadership when working cross-functionally and interacting with multiple stakeholders including but not limited to Medical Affairs, Digital Innovation, Data Science, Business Technology, HEOR, Biostatistics, Commercial Account Management & Commercial Health IT, Brand Marketing, Policy, Legal, Regulatory, and others to achieve project success. This colleague also provides organizational and clinical health informatics support for key account teams considering Digital Health-related projects. This colleague is responsible for medical leadership in external interactions in the HIT standards setting activities for Pfizer U.S. working closely with governmental agencies and Pfizer policy and government relations. Participation and leadership of initiatives in MOS Product Support Teams (PSTs) and MOS leadership of the HIT Health Trend Assessment Committee (HTAC) is also required. This colleague will be a member of the Advanced Medical Engagements and Clinical Informatics team, reporting directly to the Advanced Medical Engagements and Clinical Informatics- Team Leader within the MOS organization. This colleague will provide HIT and Clinical Informatics subject matter expertise and leadership within the MOS Leadership Team as needed. Additional high profile and business critical projects for the Field Based Medical (FBM) organization can also be assigned as needed.

The CI MOS role requires extensive health care market, real world outcomes research, data analytics including artificial intelligence, machine learning, predictive analytics; Pfizer Enterprise, Standard Operating Procedures, and HIT systems knowledge and experience. The colleague must demonstrate superior strategic thinking skills, exceptional communication skills, representation and agency for senior leadership, ability to create new paths for achieving work success, act as a change agent and demonstrate political savviness in rapidly changing Pfizer internal and external environment to ensure project success and be seen as a key collaborative thought partner with internal stakeholders. Colleague must demonstrate the ability to work collaboratively within a highly matrixed team environment supporting the CI MOS mission, goals, and strategic direction with other Advanced Medical Engagements and Clinical Informatics team members to facilitate communications between all necessary parties and needs to be excellent at managing external customer relationships.

ROLE RESPONSIBILITIES
Primary Digital Health IT/Clinical Informatics Related Responsibilities
  • Provide leadership and strategic direction for Clinical Informatics, Digital Health and HIT initiatives in FBM including training and mentorship of MOS to build knowledge in HIT- includes leading the HIT HTAC for Field Based Medical
  • Provide FBM support and commercial guidance with questions for Digital Heath and HIT initiatives/ projects including leading initial FBM assessment, triaging opportunities for PST or brand team review, assessing organizational capabilities and feasibility, and providing both the clinical and business relevance to proposed HIT methodologies
  • Lead HIT solutions in Advanced Medical Engagements (AMEs) while meeting timelines, communicating appropriately and developing scalable HIT resources
  • Partner with AME Leads to ensure delivery of HIT resources within time parameters and communicating appropriate milestones & hurdles
  • Advise FBM Leadership on external and internal HIT challenges, market dynamics and needs in complex collaborations to drive organizational change around Digital Health IT
  • Analyze complex workflows in the context of clinical healthcare information systems to create care processes to reduce care gaps, improve care efficiencies, and maximize quality and population health
  • Provide guidance, leadership,and strategic direction for HIT initiatives and projects on technical, functional, and architectural requirements to successfully deploy projects around electronic business and clinical intelligence that relate to clinical quality, outcomes, and population health management
  • Facilitate medical/customer interaction to ensure the incorporation of clinical, outcomes research, and health policy information in order necessary to meet the medical information needs of customers
  • Advise U.S. Intake Committee on proposed Digital Health IT initiatives
  • Work cross-functionally within Pfizer guidance with commercial colleagues and brand teams to identify, design, and implement technology and Digital Health solutions to meet Pfizer goals
  • Play key role in the development & implementation of Pfizer core data strategies in alignment with national US Governmental HIT standards
  • Develop code lists (value sets) to represent clinical concepts and administrative data using coding systems and ensure that selected codes are consistent with usage guidelines
  • Contribute to the growth, expertise, and institutional knowledge of e-data obtained from Health Information Systems and administrative claims coded in various terminologies to help further goals with customers and facilitate communications between all necessary parties


Supporting Medical Affairs Integrated Medical Planning
  • Maintain clinical informatics, product and disease state competencies to facilitate effective collaboration with Pfizer medical and commercial colleagues and external customers
  • Collaborate with Brand Medical Affairs, FBM, Digital, Data Science, HEOR and Digital Innovation to develop HIT/clinical informatics specific strategies and tactics that support product access, advance the quality of patient care, and improve medication adherence for products supported by the MOS organization
  • Support development of MOS HIT/clinical informatics specific resources for new product and new indication launches
  • Develop HIT related statements of work for tactics development and manage work, budget and quarterly forecasts with other appropriate colleagues
  • Develop annual MOS HIT/clinical informatics medical objectives, activity & impact goals and budget and lead execution of MOS HIT/clinical informatics strategy and tactical plans in collaboration with MOS Leadership team and the MOS HIT HTAC
  • Participate in Medical Affairs and HEOR HIT/clinical informatics related publications planning on topics supporting MOS HIT/clinical informatics strategies
  • Lead development of HIT specific MOS resources, including training and assessment of MOS use
  • Coordinate all permissions and copyrights required for MOS HIT resource development
  • Oversee or prepare submissions for MOS HIT resources to brand review committee (RC), medical review committee (MRC) or Payer Channel Access (PCA) review committee
  • Oversee upload of all HIT specific resources, guidelines for use on PROMOS for MOS access and monitoring of MOS HIT resource expiration dates


Partnership with Commercial Leadership
  • Provide leadership within Digital Health IT and innovative technology strategic planning in collaboration with Medical Affairs, Commercial Leadership including Business Technology, Commercial Key Account Management including HIT, and Brand MG/IDN Marketing to ensure alignment of HIT goals
  • Provide strategic clinical informatics insight and support in the development of National Account and Enterprise operating plans that are aligned with Pfizer operating imperatives


Working with External Partners
  • Lead engagement with external HIT or clinical informatics opinion leaders for advisory boards, webinars or consulting as needed to support the development of MOS strategies, tactics or HIT related resources
  • Partner with national external thought leaders and innovators to advance Pfizer's Health Informatic learning agenda and drive understanding, fluency, and uptake
  • Oversee selection and engagement with external vendors/suppliers in collaboration with Digital and Procurement for technology platforms required to support MOS tactics
  • Identify key clinical informatics thought leaders through ongoing review of the literature and participation in key conferences and conventions that can be leveraged to develop customer centric strategies and tactics
  • Enhance customer recognition through collaborative projects, publications and healthcare awards


Preferred Capabilities
  • Clinical Informatics background preferred with Health Informatics Certification(s) a plus
  • Experience in the clinical, functional, and technical application of health information technology used in the U.S. and developing EHR clinical solutions
  • Strong planning, organizing, problem solving, critical thinking, decision-making, and analytic skills, with working knowledge and experience with advanced data analytics (AI/ML/predictive analytics), including EHR and administrative claims data
  • Strong focus on clinical informatics planning, development, and process transformation
  • Broad understanding of health care market integration including payer & provider integration, managed care, medical groups/IDNs, health policy, employer market and both regional and national health care landscapes
  • Experience in FBM functions, such as:
    • Cardiovascular/Metabolic, Immunology/Inflammation, Rare Disease, Neuroscience/Pain, Women's and Men's Health
    • HIT, Quality, Practice Transformation including Accountable Care, Pay for Performance, Meaningful Use, PQRS
    • FBM resources including eTools that facilitate and evolve resource development & processes
  • Background working with cross-functional teams to guide or execute clinical or medical strategies and developing FBM resources or customer market opportunities
  • Demonstrated ability to be highly collaborative within a highly matrixed team environment: ability to influence and share credit, straight talk, excellent teamwork skills

QUALIFICATIONS

Training and Education
  • Terminal Doctorate Degree, Pharm.D. preferred, with at least 10 years of Healthcare experience including Clinical Informatics experience
  • Graduated from a US accredited Healthcare program


Prior Experience preferred
  • Clinical Informatics background preferred with Health Informatics Certification(s) a plus
  • Experience in the clinical, functional, and technical application of health information technology used in the U.S. and developing EHR clinical solutions
  • Recognized subject matter expert in Health Informatics
  • Advanced data analytics (including AI/ML/predictive analytics) and Outcomes Research experience strongly preferred
  • Strong focus on clinical informatics planning, development, and process transformation
  • Knowledge of Standards for: data collection, use and exchange, classifications and terminologies, and privacy and security
  • Experience with optimization/customization of top EHR platforms strongly preferred
  • Residency, clinical and/or management experience preferred
  • At least 5 years of pharmaceutical company experience preferred


NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS

Ability to travel up to 30% which includes overnight travel; must have a valid, US Driver's License. Must meet and comply with all Corporate Travel and Fleet requirements, policies and procedures as applicable.
