About the position

We have a vacancy for a Postdoc Candidate, HOFFMANN FELLOW on Digital and Cultural Approaches to Building Trust in Ocean Data, C4IR Ocean and Department of Marine Technology, NTNU. The position will be based in Norway and the Fellow will work jointly with the team at the World Economic Forum C4IR affiliate office in Oslo and the University of NTNU in Trondheim.

The two-year Hoffmann Fellowship term is co-hosted evenly between the World Economic Forum and a partnering university. Fellows are expected to commit full-time to the role. This particular position can be extended for an additional year (to three years in total), if desirable, as NTNU/SINTEF Ocean offers two years of funding in addition to one-year funding from the World Economic Forum and André Hoffmann.

New ocean observing technologies, especially autonomous methods of sensor carrying platforms operating under water, at the sea surface, in the air and space for collecting ocean data, promise to transform our ability to measure and monitor the ocean. These technologies will provide new types of ocean big data that could inform new models for ocean management, including those built on artificial intelligence and other forms of big data analysis. Such data will only be useful for public decision-making and governance, however, if these data are trusted by key stakeholders. For instance, such data reporting will be critical in the fisheries and aquaculture sector to ensure public trust in the safety of seafood products as well as proper sustainable governance based on thrusted knowledge.

You will report to your Supervising Professors.

Duties of the position

The Fellow will be responsible for:

1) Organizing and leading one or more “C4IR projects” jointly with the Ocean Space Centre at NTNU/SINTEF            Ocean and C4IR Ocean aimed at “Building Trust in Big Ocean Data.”  These projects will take advantage of            uses cases being developed at the Ocean Space Centre to test and pilot solutions.  These projects will                  follow the normal 4-step C4IR approach and will include:

  • HORIZON SCANNING - Leading the development of a white paper on issues of trust in big data, with a multi-sectoral literature review and applications to ocean big data.
  • SOLUTIONING - Convening a core set of C4IR Ocean partners, both within Norway and globally, to brainstorm digital, governance, political, cultural, and social solutions to barriers that create mistrust in big ocean data
  • PILOTING - Pilot solutions using both big data on sea food and related environmental conditions from the Ocean Space Centre and the Ocean Data Platform at the C4IR Ocean.
  • SCALING - Work with C4IR Ocean, the C4IR Network, WEF, and Friends of Ocean Action and others to identify opportunities to scale the recommendations globally.

2) The Fellow is expected to produce both WEF white papers and scientific, peer-reviewed publications.

 

This project intends to examine the barriers that diminish trust in big ocean data and the solutions, both digital and cultural, that might overcome these barriers.  The project will reside jointly at the Ocean Space Centre in Trondheim hosted by NTNU and SINTEF Ocean and the Centre for the 4th Industrial Revolution – Ocean and will support joint work involving science, governance, and industry.  Additionally, the project will focus on selected pilots that examine new streams of big ocean data related to the maritime industries.  For instance, the SFI Harvest program hosted by SINTEF Ocean in partnership with NTNU and others seeks to find ways of using big data collected by robots, autonomous vehicles, satellites and other means to establish environmental and ecological baselines and monitoring that can be used in public processes and decision making in governance and possible harvesting lower tropic species (e.g. Krill/Euphausiacea and Calanus) in the Antarctica, Northern Atlantic as well as Arctic oceans. The goal of the project is to create a set of global recommendations for best practices and approaches to using both digital and cultural methods to ensure public trust and accountability in big ocean data and ocean models.

The Fellow will be supervised jointly by Linwood Pendleton, the Director of Science at the C4IR Ocean and Professor Asgeir J. Sørensen, NTNU and will work closely with the directors of governance, industry, and the Ocean Data Platform at C4IR Ocean and other C4IR Ocean partners (e.g. SINTEF Ocean).

About the Fellowship Program

The André Hoffmann Fellowship for the Fourth Industrial Revolution offers early-career academics the opportunity to work at the intersection of society, science and technology through a joint appointment between the World Economic Forum and leading academic institutions.

The two-year Hoffmann Fellowship term is co-hosted evenly between the World Economic Forum and a partnering university. Fellows are expected to commit full-time to the role. This particular position can be extended for an additional year (to three years in total), if desirable, as NTNU/SINTEF offers two years of funding in addition to one-year funding from the World Economic Forum and André Hoffmann.

With joint guidance from a C4IR Oceans project director and a faculty supervisor, the Fellow will help build and drive intensive collaborations among Forum and University Partners to deliver specific action-oriented outcomes through:

  • Developing and executing initiatives to bring technology to bear on solving important global challenges
  • Engaging Forum Partners – including leaders from the private sector, governments, international organizations, civil society and faculty from diverse academic disciplines – to build selected initiatives
  • Researching key issues and the potential to harness Fourth Industrial Revolution innovations to provide solutions

About the Centre for the Fourth Industrial Revolution

The Centre for the Fourth Industrial Revolution is a hub for global, multistakeholder cooperation to develop policy frameworks and advance collaborations that accelerate the benefits of science and technology.

To accelerate the benefits and minimize the risks of emerging technology, the Centre for the Fourth Industrial Revolution Network (affiliate centres) will expand to include institutions advancing public-private cooperation on the governance of emerging technologies.

As an affiliate of the Centre for Fourth Industrial Revolution (C4IR), the World Economic Forum and the Aker group have established a centre for Ocean technologies and policies in Norway. The centre goes under the name of C4IR Ocean and has a global mandate to use the advances of fourth industrial revolution technologies for the benefit of a productive and healthy ocean and to improve the environmental footprint of ocean industries. The Centre’s purpose is to develop key partnerships to pilot solutions, protocols, and ways of working to ensure that big ocean data and 4IR technologies lead to positive ecological and human outcomes. The C4IR Ocean is the first thematic centre of the C4IR network and will provide a collaboration platform for partnerships on governance, policies, research, and business solutions within their mandate. The Ocean Data Foundation and the Ocean Data Platform will be integrated in the C4IR Oceans work and projects.

Required selection criteria

The Fellowship is for 2 or 3 years and is aligned with the Norwegian standards for post-doctoral fellows that includes research, publishing, and some supervision of doctoral students and would prepare the Fellow for an academic career in Norway, if so desired.

The appointment is to be made in accordance with the regulations in force concerning State Employees and Civil Servants and national guidelines for appointment as PhD, post doctor and research assistant.

  • In general, André Hoffmann Fellows are at the earliest stages of their academic career with background, experience and knowledge about the oceans. Hoffmann Fellows must have earned an advanced degree (e.g. PhD, MBA, JD) in the last five years that is related to their Fellowship project.
  • Applicants who do not master a Scandinavian language and do not have English as mother tongue, must document a thorough knowledge of English (equivalent to a TOEFL score of 600 or more).

Preferred selection criteria

  • Proven understanding of the issue of data collection, governance, and best practices
  • Hoffmann Fellows must have experience or demonstrated strong interest in working on the nexus of technology and policy issues

Interdisciplinary scientists with backgrounds in engineering, physical, social, and political sciences, law, policy, and business are encouraged to apply.

Salary and conditions

Postdoctoral candidates are placed in code 1352, and are normally remunerated at gross from NOK 545 300 per annum before tax, depending on qualifications and seniority. From the salary, 2% is deducted as a contribution to the Norwegian Public Service Pension Fund.

The period of employment is for 2 or 3 years.

The engagement is to be made in accordance with the regulations in force concerning State Employees and Civil Servants, and the acts relating to Control of the Export of Strategic Goods, Services and Technology. Candidates who by assessment of the application and attachment are seen to conflict with the criteria in the latter law will be prohibited from recruitment to NTNU. After the appointment you must assume that there may be changes in the area of work.

It is a prerequisite you can be present at and accessible to the institution on a daily basis.
