Reporting to the Executive Director of Corporate Real Estate (CRE), the role of the Director of Master Planning, responsible for leading Gilead's medium to long range campus planning activities for its headquarters in Foster City. This position requires an in-depth knowledge of workplace and industry best practice as it relates to long range planning activities to ensure that the plans developed today will be fit for the future. This role will require close collaboration with stakeholders to develop solutions that aim to align the work environment and work practices with organizational business goals and objectives at the site, campus and portfolio levels.

The individual will be experienced in the areas of macro planning and have knowledge of traditional workplace strategies and the ability to develop alternative solutions that add value through meaningful change, innovation and collaboration within the work environment. This role will work closely with the other Corporate Real Estate management team who's remit currently includes: Capital Planning, Fleet Management, Real Estate & Leases, Workplace Design and Workplace Technology.

Core Responsibilities

Strategic Planning and Administration
  • Responsible for management of the strategic facility real estate planning and the production of various Facility Master Plans and amendment updates as needed
  • Lead cross functional teams consist of members from Real Estate & Lease, Legal, Facilities Operations, Sustainability, Health & Safety, Engineering, IT, and external Architect/Planner on master planning activities
  • Engage in stakeholder activities with internal customers and leaderships to identify functional needs and develop program of requirements
  • Manage in-depth planning analysis including but not limited to campus capacity and utilization, asset life cycle, and trending
  • Lead or support location specific or country by country long term facility strategy and benchmarking activities
  • Develop digitized master planning record management model and ensure all documentations and records are sorted, archived and available for viewing digitally
  • Develop visual and interactive model for Facility Master Plans via Tableau or other Corporate preferred tools
  • Refine the master planning process for improved efficiency and breath / depth of the analyses
  • Responsible for Master Planning Playbook development to include RACI, necessary processes and workflows, and internal and external reporting requirements, etc.
  • Identify and manage risks which impact the ability to successfully deliver the functions strategic plans; escalate risks with proposed solutions when necessary


Partnering
  • Collaborate with Capital Planning to generate cost impact analysis for master plan outputs
  • Support integration of master plan outputs as inputs to other planning activities
  • Support project execution teams on Master Plan projects execution from start to finish
  • Collaborate with Sustainability, Health & Safety on Sustainability strategy, with Technical Engineering on Utility Master Planning, Facilities Operations on Asset Life Cycle Planning, other Corporate functions on evolving initiatives that require planning to support and vice versa
  • Work with FP&A, Asset Accounting and Tax to ensure planning encompass relevant financial considerations such as tax, property value and depreciation


External Relationship Management
  • Liaison with the City of Foster City in regards to master planning
  • Work with Gilead teams to track and monitor permitting activities with the City and San Mateo County
  • Prepare in collaboration with Legal and other relevant functions on all City and County master plan documents and submissions
  • Responsible for tracking and monitoring of relevant City, County, other government reporting requirements, and on-time submission of such reporting including coordination of management and cross functional reviews


Metrics and Reporting
  • Develop performance metrics against processes and approved plans
  • Proactively look for performance improvement opportunities
  • Report on work deliverables and progress statuses periodically or as requested


Compliance
  • Ensure compliance to GDP, DA, and any applicable plan / agreements
  • Interpret external regulations, policies and guidance and ensure compliance
  • Comply with all financial reporting regulations and Gilead policies and training requirements
  • Perform other related duties as assigned


Specific Education & Experience

Musts
  • Bachelor's Degree from an accredited institution in business, architecture, planning, facility management, architectural engineering or closely related field
  • 12 plus years of combined experience in Facility Master Planning, Architecture, Real Estate, Program Management, Urban Planning or related fields in matrix organization
  • Proven records as both a thought leader and operational expert in the relevant fields
  • Strong analytical and organizational skills with experience in implementing strategic portfolio plans
  • Ability to translate business requirements into planning criteria for the business units
  • Ability to manage processes and relationships within a matrix organization and with external suppliers and government agencies
  • Ability to establish and meet goals, support and facilitate the work of others, lead or collaborate effectively with cross-functional teams
  • Sound knowledge of key pharmaceutical and/or biotechnology processes and workflows issues impacting the provision of services and role of facility master planning
  • Good English speaking and written communication and report writing skills
  • Practical experience in using software such as MS PowerPoint, Excel


Preferred
  • Registered Architect or Certified Planner in the State of California desired
  • CAD and/or other planner drawing tools proficiency desired
  • Practical experience in using software such as MS Access and Tableau
