The Person: The NCI is seeking an exceptional and visionary leader to serve as its Deputy Director for the Division of Cancer Biology (DCB). This position reports directly to the Director, DCB. The DCB supports basic research in all areas of cancer biology at academic institutions and research foundations across the United States. DCB provides funding for research that investigates the basic biology behind cancer. Research in the field of basic cancer biology focuses on the mechanisms that underlie fundamental processes such as cell growth, the transformation of normal cells to cancer cells, and the spread, or metastasis, of cancer cells. This research provides the building blocks to new treatments, clinical trials, and improved understanding of the disease. The Deputy Director collaborates with the Director in exercising responsibility for: (1) providing scientific expertise in support of the research; (2) scientific planning, resource, partnership and management of operational administration for the division; (3) oversight of all the division’s grants and cooperative agreement research activities amounting to over 2000 grants and $800 million annually; and (4) working with and advising senior leadership on the development and implementation of long-range strategic, scientific, facility and business plans for the division. Supported research includes investigations of basic cellular and molecular mechanisms of cancer and studies on the role of biological, hormonal, chemical, and physical agents in the initiation and promotion of cancer.

The Deputy Director participates with the Director in exercising the following specific responsibilities:

•Oversees the activities of the 6 branches as well as special initiatives and Programs funded

by the Division; fosters emerging topics in basic cancer biology, such as cancer systems

biology, physical sciences in oncology, and the tumor microenvironment, in order to

facilitate the development of the field.

•Oversees cutting edge cancer research in the field of basic cancer biology that focuses on the

mechanisms that underlie fundamental processes such as cell growth, the transformation of

normal cells to cancer cells, and the spread, or metastasis, of cancer cells.

•Provides executive and managerial leadership for all division’s resources managing an

annual budget of approximately $60 million; supervises/overseeing a staff of 59 professional

and administrative staff.

•Enhances collaborations and partnerships between the NCI Divisions’ research groups in supporting scientific discovery for the prevention, management and cure of cancer.

•Facilitates and implements short- and long-range space planning, renovation, and strategic use planning for DCB office facilities.

Position Requirements: The successful candidate will have an M.D. or Ph.D. in biology or a relevant scientific discipline and have extensive training and experience in cancer biology research. The candidate must be able to manage a national and international basic cancer research program that spans the spectrum from basic through translational research in cancer biology and etiology. The candidate must be an experienced scientist in complex basic cancer research (i.e., basic cancer biology focusing on the mechanisms that underlie fundamental processes such as cell growth, the transformation of normal cells to cancer cells, and the spread, or metastasis, of cancer cells) with a record of outstanding performance and accomplishment. In addition, the candidate must be an experienced manager responsible for supervising scientific and administrative staff, overseeing complex federal research grants and cooperative agreements, collaborating and enhancing partnerships in the cancer research community, and knowledge of state-of-the-art technologist in cancer research.

Salary/Benefits: This position will be filled under a Title 42 excepted service appointment. Salary is competitive and will be commensurate with the experience of the candidate not-to-exceed $248,000. A recruitment or relocation bonus may be available, and relocation expenses may be paid. A full package of federal Civil Service benefits is available, including: retirement, health and life insurance, long term care insurance, leave, and a Thrift Savings Plan (401K equivalent).
