Job Details

Ideal candidate will have a mechanical or electrical engineering background in a Facilities Management leadership role preferably in a healthcare environment.

JOB SPECIFIC COMPETENCIES
Operations and Maintenance: (40%)

Provides direction, sets priorities, communicates expectations, develop goals, and holds staff accountable for performance.

Ensures that utility systems are operating efficiently and look for opportunities to reduce energy consumption. Direct the department's energy management committee to ensure consistent progress and execution of energy conservation projects.

Coordinates with other leaders as necessary to support the multidisciplinary mission of UTMDACC, provide efficient communication channel for coordination, long range planning and problem resolution.

Monitor and develop KPI's to ensure effective use of resources. Monitor backlog reports on a regular basis to maintain acceptable completion rate.

Oversee the asset management, repair and preventive maintenance programs of systems within our building portfolio. Accountable for ensuring appropriate documentation and drawings is accurate, submitted on-time and is maintained.

Develop departmental processes, guidelines, and service level agreements for the operations and maintenance programs. Ensure maintenance staff complies with departmental and institutional procedures, policies, and guidelines.

Works with other department managers and service providers to guarantee all contracted maintenance services are meeting the needs of the building occupants, contract terms, and regulatory requirements.

Develops and maintains a strategic asset renewal and replacement program utilizing operating budget and the divisional CRR/FRM program. Prepare recommendations for equipment replacement and repair, operational expenses and minor moves and enhancements; exercise budget control.

Has working knowledge, application and utilization of CMMS to receive, record, and close out assigned work.

Effectively and collaboratively work with service providers (i.e. outages, FPDC projects, EH&S, and corporate services) to seamlessly deliver services for patients and building occupants.

Fiscal and Administrative Responsibilities: (30%)

Responsible for personnel administrative functions (hiring, terminations, coaching / counseling, evaluations, team building). Completes performance evaluations for direct reports and approves evaluations to ensure consistency across all shifts.

Responsible for meeting with direct reports on a regular basis to provide performance feedback, clear direction and communication to staff.

Responsible for meeting on a monthly basis with frontline staff to provide direction and review information to enhance service delivery and performance. Effectively communicates and informs all shifts of progress on projects, new initiatives, and procedural changes.

Ensures accurate and timely completion of Kronos time entry.

Ensures employees are adequately trained to perform required tasks and documentation is appropriately maintained.

Manages overtime usage to ensure efficient use of resources.

Assists with budget preparation and exercise budget control to within +/- 2% of authorized budget.

Recommends capital equipment requests and track assets for yearly audit.

Provide oversight of purchase requisitions and departmental procurement processes.

Develops staff for improved performance. Lead efforts that increase employee satisfaction.

Acts in a leadership role on the CMMS core team to effectively and collaboratively lead projects and initiatives to completion.

Regulatory Compliance: Federal, State, Institutional, Divisional and other entities having authority: (30%)

Collaborates with clinical department leaders to ensure space design aligns with utilization to ensure Joint Commission, FGI, NFPA, USP, AAMI & CMS compliance.

Ensure that all regulatory spaces meet departmental and regulatory needs.

Responsible for accountability unit outcomes for regulatory compliance at all levels.

Accountable for yearly UMP goals and compliance with quarterly reporting on progress for ISC.

Maintenance regular compliance of Joint Commission binders and documentation.

Other Duties As Assigned

Required: Bachelor's degree in Engineering, Architecture, Construction Management or related field. Seven years of experience in the management of properties and related services, to include five years of supervisory/management experience.
