The University of California Office of the President (UCOP) seeks nominations and applications for the position of Vice President, National Laboratories (VPNL). The University of California is a system of ten campuses, five medical centers, and three affiliated national laboratories. The Office of the President, located in Oakland CA, is the University’s headquarters. UCOP supports the UC campuses and students through system-wide funding and programs while managing the University’s multi-billion dollar operations and investments. UCOP coordinates activities that allow a complex and unique system to operate efficiently as one university, furthering its public interest, academic and research missions. UCOP additionally oversees the UC medical centers and national labs. Within UCOP, the Office of the National Laboratories (UCNL) plays a central role in managing the University’s prime contract administration and governance at Berkeley Lab and for the University’s participation in the governance of Lawrence Livermore (LLNS) and Los Alamos (Triad).
The UC manages the national laboratories as a service to the nation as part of its public service mission. The federal government depends on the laboratories to bring world-leading expertise and facilities to address the DOE missions of science, security, energy, and the environment. For all three national laboratories, UCNL assures that The Regents, the Office of the President, and the relevant governing boards have the information needed to effectively manage world-class research in science, technology and engineering (ST&E) while supporting that research with excellent performance in operations and business (O&B), compliance, and stewardship. UCNL is led by the Vice President for National Laboratories. The VPNL will report directly to the President of the University of California and will be the principal point of responsibility and contact between UC and the DOE/NNSA in the management of all three laboratories. The VPNL will work closely with the Laboratory Directors, other University leadership, UC Regents, DOE/NNSA, Academic Senate, and other UC advisory bodies to accomplish assigned responsibilities, drive management and operational improvement and assure excellence in science and technology, as well as mission performance. The Associate Vice President for National Laboratories will report to this position.
This individual should have experience leading and managing a complex organization with multiple stakeholders and have a strong understanding of national laboratories and their role. The successful candidate will possess demonstrated knowledge and experience in the operations of the Department of Energy (DOE) and DOE’s National Nuclear Security Administration (NNSA) and/or Office of Science, and those organizations’ senior leadership and approach to the laboratory system. The successful candidate will have the ability to articulate a vision for UCNL and serve as a collaborative executive overseeing a highly-skilled and technical organization. UCOP will welcome a decisive and action-oriented leader who can effectively build consensus across and within a multi-stakeholder research environment. This individual will have demonstrated strong relationship-building skills to foster a productive and positive culture among research operations and affiliated stakeholders, as well as a commitment to growing and developing staff within the UCNL system.
