The National Institute of Dental and Craniofacial Research (NIDCR), National Institutes of Health (NIH) is searching for a Director of the Office of Science Policy and Analysis (OSPA).  The mission of the NIDCR is to improve dental, oral, and craniofacial health through research, research training, and the dissemination of health information.  To improve oral health, the NIDCR is operating with more comprehensive integration of basic, clinical, and population science to devise new tools and approaches. The Office of Science Policy and Analysis (OSPA) develops and coordinates NIDCR’s activities in the areas of science policy; scientific strategic planning; evaluation; science coding; reporting; and legislative affairs. The Office also includes the Institute’s dental, oral, and craniofacial epidemiology research group and the Health Informatics and Dental Public Health Fellowship in collaboration with the National Library of Medicine (NLM).

This position serves as a principal expert and advisor to the Director, NIDCR and directs the following activities:  Institute science and health policy, research program planning and analysis, strategic planning, and legislative matters bearing upon the mission of NIDCR.  The OSPA Director also oversees the Institute’s Health Informatics and Dental Public Health Fellowship, co-sponsored by the National Library of Medicine. The program focuses on oral health issues in communities and populations, preparing fellows for Dental Public Health certification. The OSPA Director exercises broad influence and has significant input into program planning and resource allocation for the Institute’s entire program funding of $462 million for FY 2019.

OSPA works in conjunction with other institute components to guide the initial formulation of new program concepts emerging from its science planning activities.  The scope of the staff responsibilities of this office embraces the full range of scientific, academic, public policy, and public health issues relevant to the further development of the Institute’s programs and science policies.

Applicants must have a doctoral degree in a biomedical science, extensive knowledge of the science conducted and supported by NIDCR to manage the complex programs inherent in the position; broad scientific knowledge or biomedical expertise and skills to represent the IC Director with government, academic and private sector planning, evaluation, legislative, and science policy agencies and organizations; comprehensive understanding of the NIH extramural enterprise and its role in supporting the NIH research mission, as well as state-of-the-art knowledge of the trends in the oral health sciences; broad scientific management, leadership and administrative skills; and a proven record of outstanding accomplishment and performance.

Salary will be commensurate with experience.  A full Civil Service package of benefits (including retirement, health, life, and long-term care insurance, as well as a Thrift Savings Plan, etc.) is available.
