Position Overview - Basic Job Functions & Responsibility Essential function(s) includes, but is not limited to:
The Safety & Environment specialist is responsible for keeping the site in compliance with EHS regulations applicable to the site.  Part of the mission is to prepare and keep the site in compliance with operating permits, OSHA, EPA and Merck standards and to develop EHS procedures and processes to help the site to be in compliance.  Must be familiar with existing regulations and shall keep abreast of proposed and new regulations to affected management and operating personnel.  As an EHS specialist, he/she will be part of the GSE management system regarding Process Safety Management.  He/she will be point of contact of business partner regarding EHS topics.  He/She will lead or participate in safety investigations and be the EHS advisor for several GSE standards. Other functions will include investigation about deviation, recordkeeping, communications, reporting, and other document preparation associated with the above.  
Primary Activities Primary activities include, but are not limited to:
The incumbent will be required to work closely with people in other sections of the department, the Plant, and in some cases, the central groups (COE, Engineering, manufacturing, Technical Operations and Process Engineering).  He/she must have good interpersonal skills which will be utilized in communicating with local, state and federal environmental regulatory agencies.  Under the direction of the Safety &Environmental director, he/she is responsible for several portions of the plant’s S&E regulatory compliance program.Primary Activities Include:
1.Participate in the Process Safety Management (PSM) program at the Danville, PA site: Be part of the PSM stewardship committee.Support equipment / capital project Process Hazard Analysis (PHA) assessments and other process safety related risk assessment. He/she will be responsible of leading numerous PHA studies per year and he/she will be responsible for issuing reports on time.Co-ordinate the PHA revalidation program.Assess changes / projects from process safety perspective as part of site change control process. Conduct Pre-Start Up Safety Reviews (PSSRs) for new and modified processes and equipment.Review and approve process safety related compliance documentation.Develop and implement improvements to current PSM program as required.Develop process safety training programs, process safety metrics and trends. Complete / assist with periodic self-assessments and audits of the EHS Standards. 
2.EHS point of contact for site business partners: Review SOPs, batch sheets, change documentation to verify that EHS expectations are included/followed.Participate in building inspections (monthly, quarterly) as EHS representative.Serve as point of contact when GSE presence is needed for EHS investigations.3. Lead/ participate in root cause analysis and EHS investigations. Be accountable that they will be completed in a quality and timely manner with correct corrective and preventative actions identified.4. EHS advisor for internal EHS Standards program. 5. Provide data integrity and recordkeeping for GSE team.Qualifications


Education Minimum Requirement:  Bachelors’ degree in chemistry, chemical engineering or other related discipline.

Required Experience and Skills - At least 5 years’ experience, preferably in a pharmaceutical environment (primary manufacturing)

• Sound knowledge of EHS legislation and standards, particularly those applicable to solvent handling.

• Experience conducting process hazard analyses (PHAs). 

• Good written and oral communication skills.

• Excellent interpersonal skills.

• Demonstrated problem solving skills.

• Proficient in use of Microsoft packages including Word, Excel & Powerpoint

Preferred Experience and Skills

• A post graduate qualification in Process Safety Management

• Green Belt

• Experience with PHA Works tool or equivalent
