The Market Access & Policy Director role is part of the PR Management Team and reports to the Managing Director. The role has an integrated vision on market access and policy and works collaboratively and in matrix efforts to ensure effective strategic stakeholder management.


The Market Access & Policy Director role takes leadership in setting clear strategies to ensure optimal access of Merck medicines and vaccines for patients as well as acceptable pricing with positive ROI on the short and long term, for new pipeline-products as well as for in-line/marketed products. With the support of the market access team and other relevant stakeholders, is responsible for optimal value propositions to achieve and exceed targets and agreed KPI’s for Merck PR business.


The Market Access & Policy Director, leads the policy plan design to shape a more favorable and stable pharma-environment which supports biopharmaceutical innovation and develops and coordinates execution of activities which support the short term and long-term growth of key Merck franchises.


This role is responsible for collaborating with senior management level peers in the engagement with Top & Key Customers. Key components of the job include but are not limited to: understanding the customer value proposition and identifying mutual interest with Merck, understanding and being able to influence the relevant environment and mechanisms, having a tangible and accessible network. The Market Access & Policy Director works closely with the Managing Director and External Affairs Director within the pharma-association (PIA) and represents Merck in key strategic task forces and/or delegates TF participation to team members and ensures a good coordination between all task force participants.

This position is based in Merck, Carolina, Puerto Rico and does not include relocation assistance.

Qualifications

Requirements:

 

  • BS or BA.
  • Advanced degree in Healthcare, Public Health, Policy, Law, Communications and/or Allied Healthcare, preferred.
  • Minimum of five (5) years of experience addressing public policy issues related to pharmaceuticals and/or vaccines or a related area of healthcare.
  • Experience with and expert knowledge of government and non-governmental organizations active on public policy issues required.
  • Strong knowledge of healthcare public policy processes, including understanding the roles of various stakeholders.
  • Demonstrated leadership ability to identify strategic priorities, bring together different internal stakeholders, and move an agenda forward to resolution and action.
  • Ability to work collaboratively and inclusively is essential.
  • Strong peer leadership and ability to collaborate with and coordinate activity among individuals in different reporting structures within the organization.
  • Excellent written and oral communication skills, required.
  • Proficient in Microsoft Excel, PowerPoint, Word and Outlook.
  • Fully Bilingual (English and Spanish, oral and written).
  • PR Valid Driver’s License.
  • Able to travel up to 30% of the time.
  • Cultural knowledge and sensitivity.
  • Cross-functional leadership skills and the ability to manage through influence.
  • Knowledge and or proven experience working in the vaccines and oncology areas highly desirable.
  • Strong peer leadership and ability to collaborate with and coordinate activity among individuals in different reporting structures within the organization.
