The Director, Outcomes Research (HCEI) communicates healthcare economic information (HCEI) to US customers and external stakeholders who use this information to inform decisions. The Director, US HCEI may also provide input to Merck’s Center for Observational and Real-world Evidence (CORE) on the development of communications of value evidence. This input is based on assessment of U.S. customer perspectives related to HCEI and experience/expertise on how to apply a wide range of study designs, complex economic models and other methodologies. The Director, Outcomes Research (HCEI) interacts with scientific leaders, policy organizations, policy makers, health system decision makers and other decision makers within payer organizations (“External Stakeholders”).

To accomplish these responsibilities they:
    Collaborate on the ideation, development and execution of HQ approved customer-facing resources including reactive and proactive presentations to external stakeholders such as Payers, Clinical Pathway companies, Federal, State, Group Purchasing Organizations, Pharmacy Benefit Managers, and other formulary decision makers.Assist in the creation and stakeholder approval of customer facing resources, including abstracts, presentations and posters, including providing subject matter expertise to approvers when necessaryProvide input to HEOR communication strategies to Value Evidence Subteam leaders and teams in order to support and improve patient access to Merck products.Attends assigned medical and scientific meetings to: a) build awareness of current issues and evolving science in the therapeutic area b) develops and maintatins relationships with healthcare providers; and c) support development of post-meeting deliverables, including providing key insights back to the organization. Build and maintain a robust understanding of external stakeholders and their decision-making processes and evidence needs. Anticipates trends in the marketplace to help inform communication of HCEIResponding to external stakeholders unsolicited questions regarding value evidence and effectiveness research consistent with all applicable policies and procedures.In addition, this role collaborates with colleagues across CORE and other stakeholder functional organizations to enhance technical and leadership capabilities of CORE by leading one or more critical workstreams (e.g., VEST leader development, digital, leadership)



  • Master’s degree in effectiveness research, real-world evidence, value evidence, health economics and outcomes research , biostatistics, actuarial sciences, medical informatics, comparative effectiveness research, health services research, or health policy analysis, or related field

  • Expertise in effectiveness research, real-world evidence, value evidence, health economics and outcomes research , biostatistics, actuarial sciences, medical informatics, comparative effectiveness research, health services research, or health policy analysis. 
  • Excellent understanding of the U.S. regulatory, legal and compliance environment
  • 7+ years of leading, interpreting, utilizing, evaluating, and/or conducting health economics and outcomes research to support pharmaceutical product market access from early development through lifecycle management across multiple therapeutic areas
  • Strong track record of collaboration with multi-disciplinary teams responsible for development, execution and communication of evidence generation strategies to support the U.S. market in the biopharmaceutical industry
  • Broad exposure to reimbursement and HTA processes and how value evidence can support the information needs of decision makers
  • Excellent interpersonal, negotiation and presentation skills with ability to interact with individuals from a variety of disciplines

  • Strong matrix management and leadership skills at both senior management and scientific staff levels 
  • Demonstrated strategic thinking 
  • Strong interpersonal skills, communication, collaboration and internal/external networking capabilities
  • Experience serving on external advisory committees, boards or workgroups involved in outcomes research, population health, value frameworks or other relevant topics.
  • Experience making complex decisions and strategic choices related to value evidence generation
  • Experience performing field-related HEOR activities 
  • U.S. healthcare policy and advocacy experience
  • U.S. payer organization experience with responsibility for evaluating value evidence and effectiveness research for the purposes of informing clinical and/or reimbursement decisions
  • Functional knowledge of medical, legal and compliance approval process for PRT preparation and presentations
  • PhD, ScD, or DrPH in relevant disciplines including epidemiology, economics, biostatistics, decision sciences, health policy, or health services research or
