The Learning Strategy & Solutions Senior Specialist is responsible for supporting learning technologies, including, but not limited to, selecting and conducting technology adoption, identifying and delivering modern learning solutions, measurement and analytics, representing learning technology in support of divisional learning programs, and other learning technology tools and services. The Learning Strategy & Solutions Senior Specialist is also tasked with enabling the use of established and emerging technologies as well as managing existing tools, processes & governance related to learning systems (e.g., social media, mobile learning, learning portal, etc.). The Learning Strategy & Solutions Senior Specialist reports to the Learning Strategy & Solutions Director and is part of the HR Solutions and Strategy - Learning Strategy & Solutions group. Success in the role depends on a candidate’s expertise in learning technologies and ability to work with stakeholders involved in learning technology adoption, usage and maintenance.


  • Lead learning technology solution programs and/or projects of moderate-to-high complexity including existing learning system upgrades as well as new technology implementations 
  • Leverage multi-discipline methodology to manage several Learning Technology workstreams and projects in parallel 
  • Lead, co-lead and facilitate scheduled Learning Technology Subject Matter Expertise collaboration sessions for Merck Learning 
  • Ensure learning technology measurement strategy is embedded into design of learning technology and is included in the Learning Technology scorecard 
  • Manage phased implementation of new and upgraded technology, including project management 
  • Responsible for the Learning Technology Needs Analysis: Knowledge of the business strategies, priorities and desired user experience to assess linking to what technology is needed for people to enhance individual and organizational performance 
  • Participate in requirements analysis for new learning technology 
    • Collect and analyze business needs / requirements for new learning technology 
    • Create/document/finalize/modify evaluation criteria 
    • Ensure all learning technology tools align to the enterprise IT and learning technology strategy 
    • Identify evaluation gathering mechanisms 
  • Participate in evaluation and selection of new learning technologies 
    • Gather and analyze evaluation data 
    • Document results 
    • Complete technology evaluation 
  • Collaborate with procurement and other stakeholders to procure learning technologies 
  • Facilitate learning technology adoption for new technologies 
    • Collaborate with Procurement to contract work orders 
    • Recommend configuration of the technology for compatibility with Merck systems 
    • Carry out functional testing to ensure technology works as required 
    • Integrate the learning technology with Merck’s portfolio of technologies 
    • Work with technology vendors to schedule necessary training and knowledge transfer programs 
    • Identify personnel to be trained 
    • Offer training on learning technologies, if applicable 
  • Manage and maintain learning technologies 
  • Provide analytical support for the design and development of learning solutions 
  • Assess effectiveness and efficiency of Learning Solutions as it relates to optimal user experience 
  • Identify required technology upgrades 
  • Complete the cycle of activities for upgrade 
  • Document the business case for upgrades and upgrade cycle activities 
  • Conduct system testing prior to releasing upgrade 
  • Manage communication (e.g., technology outage during maintenance and testing, information on benefits of the upgrade, etc.) 
  • Assist in the design and implementation of learning technology processes 
  • Enforce learning technology standards and governance 
  • Contribute to periodic service reviews 
  • Track, monitor, and report evaluation metrics for learning technologies 
  • Stay current on new HR technology platforms, trends and techniques 
  • Support the execution of learning innovation pipeline initiatives

Education Minimum Requirement: 

  • Required: Bachelor’s degree 
  • Preferred: Degree in technology or comparable field of study; certification in learning technology
Required Experience and Skills: 

  • Minimum 6 years of related experience, with minimum 1 year of experience selecting, implementing, managing, and/or maintaining learning technologies 
  • Technical Expertise: Knowledge of learning technology strategies, learning technology vendors and tools (e.g., content authoring tools, mobile and social tools, measurement and analytics tools, LMS, LCMS, Learning Portal, etc.), functional and technical capabilities, support and service offerings, etc. 
  • Experience in emerging learning technology solutions 
  • Learning Development: Knowledge of processes, tools, and practices for developing a solution to stated learning needs 
  • Program Management: Strong program, project and process management skills
Preferred Experience and Skills: 

  • Experience working in a corporate learning organization / setting; experience in organizational change initiatives; experience in a highly collaborative environment delivering innovative learning solutions; experience supporting internal and external clients across multiple divisions; experience in a global or multi-national business setting 
  • Technical Customer Support: Knowledge of technical customer support processes, standards, and improvement mechanisms 
  • Interpersonal Relationships: Knowledge of approaches, tools, and techniques for working with individuals and groups in a constructive and collaborative manner 
  • Oral and Written Communications: Ability to express oneself to provide information to others effectively and in a succinct manner
