The growing complexity of the context in which Public Authorities (PAs) have to operate,characterized by the relationship between different levels of public administrations, including the private sector through the outsourcing of public functions and services,the establishment of partnerships and inclusion in the decision-making process of public policy-makers,has fuelled the debate on the effects of the policies themselves. Usually, the concrete legitimacy in decisionmaking is achieved through a demonstration of the effectiveness of administrative action. For this reason,it is increasingly important to use tools to learn and evaluate the effects of public policies. The analysis of the effects produced by a given public policy makes it possible to understand whether it has been able to modify the pre-existing situation in the desired direction in order to assess whether it will replicate it in the future, modify it, or abolish it.
