Reporting to the Director of Facilities Management, The Associate Director, Maintenance & Utilities directs the staff responsible for providing maintenance and utilities support services to all of Research Laboratories, Administration, Utilities, and other West Point site departments. He/she will work with cross-functional teams to effectively and safely operate and maintain the buildings and systems at a competitive cost.

Responsibilities include but are not limited to:

- Developing and directing programs including, but not limited to, routine maintenance, repair, and preventative maintenance.

- Ensuring all operations are conducted in accordance with all Company guidelines, cGMP’s, OSHA, EPA, and other governing guidelines.

- Serving as M&U representative for all issues with Local Unions issues.

- Directly supervising 8-10 salaried employees in Maintenance & Utilities and their personnel consisting of approximately 100 hourly union employees in 10 different crafts, and one salaried administrative associate.

- Responsible for the operation of maintenance of utilities and facilities used for research, administration, and some production areas. The support is inclusive of air, steam, water, gas, oil and/or electricity. Supports safe and environmentally sound operational procedures. Responsible for the physical repair and maintenance of the site equipment, materials purchasing, storage, spare parts, supplies, and Capital equipment.

- Responsible for overall maintenance KPI’s (work order metrics, PM completion, etc.).

- Responsible for developing, measuring, and implementing new methods, improvements, and cost effective programs in the area of his/her operations.

- Responsible for exempt time approval, overtime request approvals, purchase order and invoicing approvals.

- Managing effective internal and external business unit communications. Proactively seeking out and assisting in clarifying the needs of other business unit members, and customers.

- Participating as the maintenance lead contact for other business units during audits and in support as needed (MPA, EPA, AAALAC, etc.).

- Responsible for input to the Refrigerant Management Program, instrument calibration tracking system, steam trap inspection and repair, backflow repair, and certification programs, while supporting chiller buildings, site lighting, energy savings, inspection readiness, water utilities, and Capital projects.

- Partnering with Integrated Facilities Management provider to prioritize and align resources in support of client needs.

- Managing the development and administration of safety training, development/review of SOP’s, and other training procedures or job aids for hourly and exempt personnel involved in Maintenance and Utilities operations.

- Directing the implementation and operational review of the Hazardous Waste Disposal program in accordance with all Company and government regulations (RCRA and EPA etc.).

- Participating in the recruiting, selection, and professional development of staff.

- Manages the Contract Bargaining Agreement (CBA), and meets and reviews all second step grievances.

- Participating in preparation of division contingency plans and administers plans to ensure uninterrupted operation of maintenance in the event of a work stoppage by union employees.

- Representing division in local issues and contract negotiations with unions representing employees at sites with Collective Bargaining Agreements.

- Managing an operations budget of approximately $8 million.

Qualifications

Education Minimum Requirement:

- Bachelor Degree BA/BS preferably in Science or Engineering, or Facilities Management, or equivalent experience.
Required Experience and Skills:

- Minimum eight (8) years’ in maintenance management or engineering fields, with demonstrated applicable technical and managerial success. Experience must include responsibility for labor relations management.

- Computer skills using MS Office Suite (Outlook, Word, Excel, Power Point etc.), and operation of other peripheral devices.

- Technical problem-solving abilities.

- Business Ownership and Personal Accountability.

- A working knowledge of maintenance costs, financial systems and analysis, and regulatory/Corporate policy standards is required.

- Excellent verbal and written communications, organizational/follow-up/control and leadership/employee development/teamwork skills are essential.

- Ability to handle and prioritize a large number of simultaneous projects.
Preferred Experience and Skills:

- Experience with External Partner Management.

- Experience in dealing with agencies and management of professionals outside of Merck.

- Lean, Six Sigma Black Belt/Green Belt certification or equal experience in application.

- Professional designations including Professional Engineering License, PMP, or Change Management preferred.

- Knowledge and experience in management of Merck projects and facilities. Understanding of, and experience with, Merck Capital and profit planning processes is required.
