The research aims to deepen the scientific knowledge of power concentration processes, taking into account the interaction between politics and policies spheres. In particular, the analysis will cover the social welfare policies and their political-administrative management in Calabria. National legislation (Law No. 328/2000) assigns municipalities the task of local planning, organizing and delivering of services and interventions to the person and to the community. In Calabria, this legislation has remained inactive for almost 17 years, during which the regional body has centralized functions, financial resources and power in the field of social welfare. This has allowed to safeguard the traditional social intervention system, based on subsidies and institutionalization of vulnerable people, which appears functional to the maintenance of a political-clientele system and to the concentration of its benefits to an elite. The study will use secondary sources and qualitative interviews.
