The Senior Technical Analyst (STA) for the GRC Platform (Governance, Risk, Compliance) is accountable for providing strong and independent technical expertise and capabilities to the GRC Platform. The STA must have strong technical acumen and understand GRC both strategically and within day-to-day operations including an understanding of its relationship to Merck business areas. The STA must be able to work effectively and independently in the delivery of technical operations to satisfy Business demand. The STA must understand the current portfolio of technology, including suitability and life-cycle status of solutions. The STA is responsible for technical specifications and ensuring SDLC and GxP compliance of the platform. The STA will receive ad-hoc requests for support and must be able to address or re-direct these as appropriate and will be required to facilitate prioritization discussions and ensure Service Level Agreements and other support parameters are met within the stated timelines.

This role will require significant responsibility and acumen for implementing technical solutions and updates to the Platform. The STA must have the ability to function independently will minimal or no oversight and possess strong change management skills to be fully proficient in the Merck Change Management processes. The STA must maintain awareness of industry trends and of the focus of partner groups. The STA will be required to coordinate with other Technical Analysts on a global basis.

Key GRC priorities where the STA will focus include:

- Participation across GRC IT Strategic programs - a multi-year effort to combine and/or migrate legacy business processes and applications into the new generation GRC Platform.

- Enabling of system to system integrations.

- Understanding of various technology rationalization, enhancement, and/or retirement initiatives.

Primary activities include, but are not limited to:

- Functional reporting to the GRC Technical Lead, the STA is responsible for leveraging technology investments to realize business outcomes.

- Support the GRC Technical Lead in demand management.

- Receive and appropriately respond to service requests, questions, etc. by business clients.

- Support demand management, portfolio planning & reporting, forecasting, budget estimates of the GRC Platform.

- Maintain current and future state technical functions and process flow maps.

- Is a subject matter expert as it relates to technical operational processes and the current environment in which they operate.

- Have a technical background to understand and work with Development Resources to ensure that system changes are managed and developed efficiently in accordance with good coding practices.

- Initiate improvements from design and configuration to implementation

- Have the ability to perform root cause analysis to troubleshoot issues or identify current state process inefficiencies.

- Lead or oversee the GxP mandated validation activities for solutions across all phases of the Merck SDLC.

- Understand and be able to navigate Merck's IT functions, including engagement of solution delivery and other services.

- Ensure Disaster Recovery processes are managed and executed on an annual basis.

- Have the ability and experience to perform basic project management functions for local or small projects that do not require a full time Project Manager.

- Have experience with GxP systems and applications to support inspections and system reviews for compliance.

Qualifications

Education:

- Bachelor's Degree or higher with a Concentration in Engineering, Sciences, Information Systems or related field preferred.

Required:

- A minimum of 6 years experience in the areas of Business or technical analysis or system administration.

- Significant experience in system enhancement, implementation and upgrades.

- Functional experience with Governance and Risk functions or supporting applications.

- A minimum of 5 years proven knowledge of GRC business processes within the pharmaceutical space.

- Demonstrated success in building strong relationships with client organizations and across technology centers.

- Must be able to effectively lead a cross-functional core team in a matrix organization.

- Demonstrated skills in risk-based approaches, including ability to facilitate a robust risk analysis.

- Demonstrated ability to succeed in a complex and dynamic work environment.

- Facilitation / workshop management skills.

- Change Management experience.

- Have experience with the IT financial processes as related to portfolio management to acquire resources and manage IT related purchases

Preferred:

- Experience with Merck SDLC or equivalent system lifecycle approaches preferred.

- Experience with regulated GxP Pharmaceutical IT Systems.

- Proven leadership and people management skills, along with excellent written, communication, and presentation skills.

- Ability to understand and align IT architecture with business solutions.

- Must be able to develop and articulate a plan of action, whether in support of strategy development or planning a roadmap. This plan must be clear, compelling and understandable, and flow in a logical fashion with supporting rationale as appropriate.

- Experience managing contractors.

- Experience in authoring and/or review of SDLC documentation (i.e. Requirements, Design, Testing, etc.)

- Technical knowledge and experience in any of the following technologies is preferred: RSA Archer, Hiperos, Metricstream, Enablon, BWise.
